Budgetary AssumptionsSTATE/LOCAL ALLOTMENT FORMULASProgram Category Basis of AllotmentPhysical TherapistCurrently 9.5 (FTE) physical therapists are employed in the <strong>Wake</strong> <strong>County</strong> <strong>Public</strong> <strong>School</strong> <strong>System</strong>, including a LeadPhysical Therapist who divides her time between administrative/supervisory duties and services for specifi c students.<strong>School</strong>s are assigned to PT’s by the Lead Physical Therapist based on a regional/proximity, number of students withIEP or 504 plan at school, severity of student needs as well as consideration of other factors that might impact studentsuccess.The time spent at each school is determined by the needs of the students with IEPs and 504 plans which specifyintervention by a physical therapist, evaluation and re-evaluation requests, and IEP/504 team meetings.Special Education ServicesSpeech/Language TherapyServicesPersonnel is allotted based upon ratios as outlined in Procedures Governing Programs and Services for Children withDisabilities, Exceptional Children Division, October 2004, Appendix A Pupil/Teacher Ratio. Special adjustments maybe made to assure the provision of a Free Appropriate <strong>Public</strong> Education (FAPE).The school assignments of speech/language pathologists are based on the number and severity-level of identifi edstudents. The severity-level based on evaluation scores results in a point system. The evaluation scores/points ofeach student receiving speech therapy at a school are added together for a school total. The following is the formulaused to determine the amount of time allotment to a school:PRC 033PRC 034ABC Incentive AwardAcademically or IntellectuallyGifted Students------------------------------------WCPSS formula:100% = 150 points 50% = 75 points90% = 135 points 40% = 60 points80% = 120 points 30% = 45 points70% = 105 points 20% = 30 points60% = 90 points 10% = 20 pointsThe size and number of self-contained classrooms within a school is also a determining factor since they often requireadditional time for evaluations and IEP meetings.Awards of up to $1,500 plus benefi ts for certifi ed personnel and up to $500 plus benefi ts for teacher assistants areallocated to schools that attain high growth. Awards of up to $750 plus benefi ts for certifi ed personnel and up to $375plus benefi ts for teacher assistants are allocated to schools that attain expected growth. Allocation is based on thenumber of state and local personnel in grades Pre-K through 12 assigned to eligible schools.$1,012.60 per child for 4% of ADM.----------------------------------------------------------------------------------Complete annual student identifi cation.
