<strong>Traffick<strong>in</strong>g</strong> <strong>in</strong> <strong>Human</strong> Be<strong>in</strong>gs<strong>in</strong> <strong>Southeastern</strong> <strong>Europe</strong>The UNAdm<strong>in</strong>isteredProv<strong>in</strong>ce ofKosovoUNMIK, and co-ord<strong>in</strong>ates a Round Table on <strong>Traffick<strong>in</strong>g</strong> <strong>in</strong> which participate allrelevant <strong>in</strong>ternational agencies. IOM is the ma<strong>in</strong> agency deal<strong>in</strong>g with directassistance to trafficked persons who voluntarily wish to return home.Dur<strong>in</strong>g 2000, under the leadership of OSCE, UNMIK worked with partnerorganisations and agencies to create a system for victim assistance, establisha legal <strong>in</strong>strument to both crim<strong>in</strong>alise the act of traffick<strong>in</strong>g and to <strong>in</strong>stitute anoffice to assist victims. OSCE has also organised tra<strong>in</strong><strong>in</strong>g for the legal communityand the local police and encouraged the UNMIK <strong>in</strong>ternational police(CIVPOL) to create a specialised traffick<strong>in</strong>g unit – the <strong>Traffick<strong>in</strong>g</strong> and ProstitutionInvestigation Unit (TPIU). 112OSCE’s anti-traffick<strong>in</strong>g activities are co-ord<strong>in</strong>ated through the Department of<strong>Human</strong> Rights by the Rule of Law’s Gender and <strong>Traffick<strong>in</strong>g</strong> Advisor, the FieldCo-ord<strong>in</strong>ator and the Head of the <strong>Human</strong> Rights Division. In addition, five<strong>Human</strong> Rights Officers have been appo<strong>in</strong>ted <strong>in</strong> the field to run traffick<strong>in</strong>g focalpo<strong>in</strong>ts (TFPs) and to co-ord<strong>in</strong>ate activities at regional and municipal level.These TFPs provide a l<strong>in</strong>k between the trafficked women and the local authorities,<strong>in</strong>clud<strong>in</strong>g UNMIK Police, UN Penal Management and the local courts. TFPsalso dissem<strong>in</strong>ate the Standard Operat<strong>in</strong>g Procedures to UNMIK Police <strong>in</strong> thefield.A Victims Assistance Co-ord<strong>in</strong>ator is to be appo<strong>in</strong>ted with<strong>in</strong> the newly createdVictim Assistance and Advocacy Unit which is part of the new Judicial DevelopmentDivision. This post will <strong>in</strong>itially support the work of the <strong>in</strong>ternationalagencies on traffick<strong>in</strong>g but will gradually assume responsibility for fundrais<strong>in</strong>gand anti-traffick<strong>in</strong>g programmes. A Victims Advocacy Co-ord<strong>in</strong>ator will ensureprovision of legal assistance to all <strong>in</strong>jured parties appear<strong>in</strong>g <strong>in</strong> court, <strong>in</strong>clud<strong>in</strong>gvictims of traffick<strong>in</strong>g.Local structures, <strong>in</strong>clud<strong>in</strong>g a M<strong>in</strong>istry of Public Adm<strong>in</strong>istration, are be<strong>in</strong>g set upand UNMIK is plann<strong>in</strong>g to develop and hand over some of the co-ord<strong>in</strong>ation ofanti-traffick<strong>in</strong>g programmes to them. As a first step, a National Co-ord<strong>in</strong>atorfor <strong>Traffick<strong>in</strong>g</strong> will be appo<strong>in</strong>ted <strong>in</strong> 2002 followed by the development of aNational Action Plan to be completed by a Task Force which <strong>in</strong>volves both localgovernment structures and the UN supervised Police and Justice Pillar.2.2. Roles of <strong>in</strong>ternational organisations and NGOsAs outl<strong>in</strong>ed above, the government <strong>in</strong> Kosovo is UNMIK, compris<strong>in</strong>g four pillarsled by <strong>in</strong>ternational agencies, namely the OSCE, EU and the UN. Work on traffick<strong>in</strong>gfalls under under Pillar 3, led by OSCE. In this context, co-ord<strong>in</strong>ationand almost all activities are developed and implemented by <strong>in</strong>ternationalorganisations. OSCE is lead<strong>in</strong>g the development of policy and procedures, IOMis lead<strong>in</strong>g <strong>in</strong> the field of prevention and assistance to the victims, whileUMCOR, an <strong>in</strong>ternational NGO, is the implement<strong>in</strong>g agency runn<strong>in</strong>g the shelterfor the <strong>in</strong>ternationally trafficked women. Other <strong>in</strong>ternational agencies, <strong>in</strong>clud<strong>in</strong>gUNICEF and UNIFEM, are not very active, although they participate <strong>in</strong> theanti-traffick<strong>in</strong>g work<strong>in</strong>g group and support programmes deal<strong>in</strong>g with children’sand women’s rights that are related to the prevention of traffick<strong>in</strong>g,such as political participation or sexual health.The <strong>in</strong>ternational community undertook the <strong>in</strong>itial response to foreign victimsof traffick<strong>in</strong>g, without <strong>in</strong>volv<strong>in</strong>g local NGOs. Local NGOs are fac<strong>in</strong>g a heavyburden of responsibility and service provision for their own communities follow<strong>in</strong>gthe war <strong>in</strong> 1999.
