<strong>Traffick<strong>in</strong>g</strong> <strong>in</strong> <strong>Human</strong> Be<strong>in</strong>gs<strong>in</strong> <strong>Southeastern</strong> <strong>Europe</strong>RegionalInitiativesKosovar refugee women. The campaign was organised <strong>in</strong> co-operation withUNHCHR and IOM.An <strong>in</strong>ternational sem<strong>in</strong>ar on “Co-ord<strong>in</strong>ated action aga<strong>in</strong>st traffick<strong>in</strong>g <strong>in</strong> humanbe<strong>in</strong>gs <strong>in</strong> <strong>Southeastern</strong> <strong>Europe</strong>: towards a regional action plan” was held <strong>in</strong>Athens from 29 June to 1 July 2000, also with<strong>in</strong> the framework of the StabilityPact. It was organised <strong>in</strong> partnership with OSCE/ODIHR and IOM. Recommendationsfor actions to be undertaken at national level were adopted, <strong>in</strong>clud<strong>in</strong>gthe launch<strong>in</strong>g of national action plans aga<strong>in</strong>st traffick<strong>in</strong>g.F<strong>in</strong>ally, as part of the CoE contribution to the aims of the Stability Pact TaskForce on <strong>Traffick<strong>in</strong>g</strong> as well as of the Stability Pact Initiative aga<strong>in</strong>st OrganisedCrime (SPOC), the CoE (Directorate General for <strong>Human</strong> Rights <strong>in</strong> partnershipwith Directorate General I – Legal Affairs / PACO Programme) implemented apilot project <strong>in</strong> Romania and Moldova. This project, entitled “Crim<strong>in</strong>al lawreform on traffick<strong>in</strong>g <strong>in</strong> human be<strong>in</strong>gs <strong>in</strong> <strong>Southeastern</strong> <strong>Europe</strong>” was to contributeto the effective crim<strong>in</strong>alisation of traffick<strong>in</strong>g <strong>in</strong> human be<strong>in</strong>gs at theregional level and to ensure the protection of the human rights of traffickedpersons.On 23-24 November 2001, CoE <strong>in</strong> co-operation with the Stability Pact TaskForce on <strong>Traffick<strong>in</strong>g</strong> <strong>in</strong> <strong>Human</strong> Be<strong>in</strong>gs organised a regional tra<strong>in</strong><strong>in</strong>g course <strong>in</strong>Belgrade, on the reform of crim<strong>in</strong>al law with respect to traffick<strong>in</strong>g <strong>in</strong> humanbe<strong>in</strong>gs. This tra<strong>in</strong><strong>in</strong>g course aimed to establish a framework for the necessarylegislative reforms tak<strong>in</strong>g <strong>in</strong>to account relevant <strong>in</strong>ternational <strong>in</strong>struments.2.3. International Organisation for Migration (IOM)IOM is the ma<strong>in</strong> organisation work<strong>in</strong>g <strong>in</strong> the area of assistance for the victimsof traffick<strong>in</strong>g and traffick<strong>in</strong>g prevention. In May 2001, IOM signed a Memorandumof Understand<strong>in</strong>g with the SECI Centre <strong>in</strong> the field of assistance to repatriatedtrafficked women <strong>in</strong> the Balkan region. IOM has started programmes<strong>in</strong> many countries <strong>in</strong> the region not only of assistance but also of re-<strong>in</strong>tegrationof trafficked persons and of rais<strong>in</strong>g awareness.IOM’s programmes are organised to assist trafficked persons to return voluntarilyto their countries of orig<strong>in</strong>. IOM is also <strong>in</strong>volved <strong>in</strong> activities <strong>in</strong> SEE toprevent traffick<strong>in</strong>g and to assist and protect the trafficked persons where possiblethrough partnerships between the countries of dest<strong>in</strong>ation, transit andorig<strong>in</strong>. In the area of prevention, IOM organises sem<strong>in</strong>ars and tra<strong>in</strong><strong>in</strong>g coursesto raise awareness of traffick<strong>in</strong>g, and conducts nationwide public <strong>in</strong>formationcampaigns.With<strong>in</strong> the framework of the SPTTF, IOM is the lead agency for Return and Re<strong>in</strong>tegrationAssistance.2.4. The UN High Commissioner for <strong>Human</strong> Rights(UNHCHR)S<strong>in</strong>ce 1998, UNHCHR has taken an active <strong>in</strong>terest <strong>in</strong> the problem of traffick<strong>in</strong>g<strong>in</strong> human be<strong>in</strong>gs, focus<strong>in</strong>g <strong>in</strong> particular on traffick<strong>in</strong>g <strong>in</strong> women and children.With the aim of provid<strong>in</strong>g policy guidance and leadership on the issue of traffick<strong>in</strong>g,UNHCHR is currently <strong>in</strong> the process of develop<strong>in</strong>g guidel<strong>in</strong>es for the<strong>in</strong>tegration of human rights <strong>in</strong>to national, regional and <strong>in</strong>ternational anti-traffick<strong>in</strong>g<strong>in</strong>itiatives. The guidel<strong>in</strong>es will serve as a practical tool for governmentsand <strong>in</strong>ternational organisations, <strong>in</strong>clud<strong>in</strong>g the agencies and programmes of the18
