<strong>Traffick<strong>in</strong>g</strong> <strong>in</strong> <strong>Human</strong> Be<strong>in</strong>gs<strong>in</strong> <strong>Southeastern</strong> <strong>Europe</strong>the Council of M<strong>in</strong>isters <strong>in</strong> December 2001. The NPA focuses on the follow<strong>in</strong>gareas:• Establishment of a committee responsible for the implementation ofthe NPA;• Border control and law enforcement;• Support to the victims of traffick<strong>in</strong>g: build<strong>in</strong>g of safe and secure shelters,which will provide medical, legal and psychological support; languageand <strong>in</strong>terpretation services; and <strong>in</strong>formation materials;• Legal reform: legal harmonization between the entities and the BråkoDistrict;• Awareness rais<strong>in</strong>g and education;• The first actions undertaken by the government will be establish<strong>in</strong>gthe committee to implement the NPA, prepar<strong>in</strong>g concrete projects forthe each part of the Plan, mak<strong>in</strong>g budgets and secur<strong>in</strong>g fund<strong>in</strong>g toimplement the Plan.Bosnia andHerzegov<strong>in</strong>a2.2. Roles of government, <strong>in</strong>ternational organisations andNGOsUNHCHR has been the lead agency <strong>in</strong> rais<strong>in</strong>g awareness and advocat<strong>in</strong>g forpriority to be given to traffick<strong>in</strong>g s<strong>in</strong>ce 1998. The Gender <strong>Traffick<strong>in</strong>g</strong> SubGroup was established with<strong>in</strong> the Inter-Agency Gender Co-ord<strong>in</strong>ation Group<strong>in</strong> December 1998, and served as a forum for exchange of <strong>in</strong>formation and coord<strong>in</strong>ationfor <strong>in</strong>ternational agencies, <strong>in</strong>clud<strong>in</strong>g UNMIBH, OHR, OSCE, UNHCHRand IOM, and some representation from NGOs.Under pressure and support from the <strong>in</strong>ternational agencies and the StabilityPact <strong>Traffick<strong>in</strong>g</strong> Task Force, the government has taken over co-ord<strong>in</strong>ation andis seek<strong>in</strong>g to take responsibility by develop<strong>in</strong>g and implement<strong>in</strong>g an NPA andwork<strong>in</strong>g closely with NGOs. The government is look<strong>in</strong>g to the <strong>in</strong>ternationalcommunity for technical expertise and funds to ensure implementation ofanti-traffick<strong>in</strong>g activities. Currently, the majority of trafficked women and girlsare still assisted through IPTF and IOM.The OSCE Mission to BiH is <strong>in</strong>volved <strong>in</strong> capacity build<strong>in</strong>g of the local NGOswork<strong>in</strong>g on the issue of traffick<strong>in</strong>g. It is implement<strong>in</strong>g two projects togetherwith the International <strong>Human</strong> Rights Law Group on legal protection for traffickedwomen and children.Some local NGOs have been active for many years <strong>in</strong> rais<strong>in</strong>g awareness and,<strong>in</strong>creas<strong>in</strong>gly, <strong>in</strong> ad hoc victim assistance and support. As a response to thisemerg<strong>in</strong>g need, ten NGOs came together <strong>in</strong> 1999 and formed a coalition calledthe RING. The RING <strong>in</strong>cludes organisations from both entities of BiH. Quiteapart from the need to develop appropriate responses, they also realised theneed to consider carefully their capacity to become <strong>in</strong>volved <strong>in</strong> the work ontraffick<strong>in</strong>g. Many local NGOs have limited capacity, consequently a decisionhas to be taken as to whether work<strong>in</strong>g on traffick<strong>in</strong>g will require and/ordemand cutt<strong>in</strong>g back on exist<strong>in</strong>g programmes, and/or <strong>in</strong>vestment of time andenergy <strong>in</strong>to build<strong>in</strong>g separate capacity and expertise. Although there is a clearneed to become <strong>in</strong>volved, the RING coalition <strong>in</strong>itially decided to ensure thatthey had the capacity and expertise to respond <strong>in</strong> the most appropriate andeffective manner. To achieve this, the RING has developed an action plan withshort, medium and long-term goals and activities. These will <strong>in</strong>clude research,rais<strong>in</strong>g awareness, data collection, tra<strong>in</strong><strong>in</strong>g, protection and assistance.69
