<strong>Traffick<strong>in</strong>g</strong> <strong>in</strong> <strong>Human</strong> Be<strong>in</strong>gs<strong>in</strong> <strong>Southeastern</strong> <strong>Europe</strong>Federal Republicof YugoslaviaFederalRepublic ofYugoslaviaThe Federal Republic of Yugoslavia (FRY) comprises the Republic of Serbia andthe Republic of Montenegro. Follow<strong>in</strong>g the 1999 NATO <strong>in</strong>tervention and UNSecurity Council Resolution 1277, UN adm<strong>in</strong>isters the prov<strong>in</strong>ce of Kosovowith<strong>in</strong> the Republic of Serbia. The follow<strong>in</strong>g sections cover the Republic of Serbia(exclud<strong>in</strong>g Kosovo), the Republic of Montenegro and the UN Adm<strong>in</strong>isteredProv<strong>in</strong>ce of Kosovo separately, as the situation and responses to traffick<strong>in</strong>g <strong>in</strong>human be<strong>in</strong>gs has developed differently <strong>in</strong> each location.Yugoslavia under communism enjoyed a higher standard of liv<strong>in</strong>g, greaterfreedom of movement and benefits for its citizens than the other communistcountries <strong>in</strong> central, eastern and southeastern <strong>Europe</strong>. Follow<strong>in</strong>g the fall ofcommunism, FRY therefore became an attractive dest<strong>in</strong>ation for women seek<strong>in</strong>gemployment from other parts of Central and Eastern <strong>Europe</strong>, mostly fromRussia, Ukra<strong>in</strong>e and Romania.The conflicts of the past ten years coupled with political and economic transitionhave created a context <strong>in</strong> which organised crime, <strong>in</strong>clud<strong>in</strong>g the traffick<strong>in</strong>gof human be<strong>in</strong>gs, has flourished. Sanctions and the isolation of FRY by the<strong>in</strong>ternational community have resulted <strong>in</strong> <strong>in</strong>creas<strong>in</strong>g and widespread povertythroughout the country. The NATO bomb<strong>in</strong>g campaign of 1999 further destabilisedthe economy and the destruction of major <strong>in</strong>frastructure and <strong>in</strong>dustryresulted <strong>in</strong> further job losses. Although political changes after 5 October 2000resulted <strong>in</strong> the lift<strong>in</strong>g of economic sanctions, FRY is still one of the poorestcountries <strong>in</strong> <strong>Europe</strong>.The pattern is the same as <strong>in</strong> other parts of the region, whereby most womenand girls <strong>in</strong>itially come voluntarily to work as dancers or waitresses <strong>in</strong> bars andcafes, but are then forced to work as prostitutes and are sold on and/or traffickedto other countries. A smaller group of women does come voluntarily towork <strong>in</strong> the sex <strong>in</strong>dustry but these women are then trafficked aga<strong>in</strong>st their will.With the worsen<strong>in</strong>g economic situation <strong>in</strong> FRY, the situation of young womenis also chang<strong>in</strong>g, putt<strong>in</strong>g them at risk of be<strong>in</strong>g trafficked. Until now, FRY wasa transit and a dest<strong>in</strong>ation country, but now it has also become a country oforig<strong>in</strong>.77
