<strong>Traffick<strong>in</strong>g</strong> <strong>in</strong> <strong>Human</strong> Be<strong>in</strong>gs<strong>in</strong> <strong>Southeastern</strong> <strong>Europe</strong>Summary andRecommendations• Develop guidel<strong>in</strong>es and tra<strong>in</strong><strong>in</strong>g for judges, prosecutors and lawyerson how to use the exist<strong>in</strong>g law to prosecute traffickers, and on thelegal rights and treatment of trafficked women and children, <strong>in</strong> accordancewith <strong>in</strong>ternational human rights standards and CRC;• Enable victims to claim and extract compensation from their exploiters,and arrange for unbiased supervision of any money they mayobta<strong>in</strong>;• Identify and eradicate public sector <strong>in</strong>volvement or complicity <strong>in</strong>traffick<strong>in</strong>g;• Include <strong>in</strong>formation about traffick<strong>in</strong>g, HIV/AIDS prevention, and victim’srights, and non-discrim<strong>in</strong>ation <strong>in</strong> school curricula, as well as <strong>in</strong>the curricula of police academies, law schools and schools/tra<strong>in</strong><strong>in</strong>g forsocial workers.Governments and the UN• Establish mechanisms for implement<strong>in</strong>g specific anti-traffick<strong>in</strong>g regulationsor codes of conduct for all <strong>in</strong>ternational personnel of peace–keep<strong>in</strong>g, peace build<strong>in</strong>g, civilian polic<strong>in</strong>g, humanitarian and diplomaticmissions, and for systematic <strong>in</strong>vestigation of all allegations oftraffick<strong>in</strong>g among these personnel.Governments, <strong>in</strong> co-operation with <strong>in</strong>ternational organisationsand NGOs• Open or provide support for shelters for all trafficked persons, regardlesstheir status, and provide all such people with medical care, legalassistance and access to remedies;• Establish clear rules on which shelters are set up and run, <strong>in</strong> order toprotect the rights of the users;• Develop special procedures for the identification and referral of traffickedchildren under 18, with guidel<strong>in</strong>es and procedures based onhuman rights standards, with special protections for children under18, based on the “best <strong>in</strong>terest of the child”;• Information about the identity of the trafficked persons benefit<strong>in</strong>gfrom support programmes, and their personal data, should not beregistered with local or <strong>in</strong>ternational authorities.International organisations• Co-ord<strong>in</strong>ate support and <strong>in</strong>itiatives with the governments and otherrelevant actors accord<strong>in</strong>g to the priorities of the NPAs;• Provide technical and f<strong>in</strong>ancial support to local government and localNGO <strong>in</strong>itiatives to ensure susta<strong>in</strong>ability;• Support capacity build<strong>in</strong>g of local <strong>in</strong>stitutions to implement and takeover activities started and currently be<strong>in</strong>g implemented by the <strong>in</strong>ternationalagencies or <strong>in</strong>ternational NGOs;• Co-operate with SPTTF to ensure exchange of <strong>in</strong>formation and coord<strong>in</strong>ationof the projects <strong>in</strong> the region.International organisations, <strong>in</strong> co-operation with governmentsand NGOs• Establish a Regional Clear<strong>in</strong>g House on assistance, return and re<strong>in</strong>tegrationprogrammes for the victims of traffick<strong>in</strong>g;• Develop and/or adopt m<strong>in</strong>imum human rights standards for the treatmentof trafficked persons;• Develop procedures for the treatment of victims based on humanrights standards, <strong>in</strong>clud<strong>in</strong>g special procedures for children under 18based on CRC, particularly <strong>in</strong> relation to return and re<strong>in</strong>tegration.166
