<strong>Traffick<strong>in</strong>g</strong> <strong>in</strong> <strong>Human</strong> Be<strong>in</strong>gs<strong>in</strong> <strong>Southeastern</strong> <strong>Europe</strong>Romania• The Romanian government has also presented a report by localexperts on the situation regard<strong>in</strong>g traffick<strong>in</strong>g and prostitution, at theM<strong>in</strong>isterial Regional Conference on <strong>Traffick<strong>in</strong>g</strong> held <strong>in</strong> Bucharest <strong>in</strong>May 2001.Many more prevention and awareness rais<strong>in</strong>g activities are listed anddescribed <strong>in</strong> the NPA and reflect almost all the activities suggested <strong>in</strong> themodel NPA prepared by SPTTF: research <strong>in</strong>to the causes and patterns of traffick<strong>in</strong>g;assessment of policies and legislation; <strong>in</strong>formation campaigns for thegeneral public and special target groups; rais<strong>in</strong>g awareness <strong>in</strong> the media,<strong>in</strong>clud<strong>in</strong>g traffick<strong>in</strong>g <strong>in</strong>formation <strong>in</strong> school curricula and special programmesabout traffick<strong>in</strong>g <strong>in</strong> children; tra<strong>in</strong><strong>in</strong>g, sem<strong>in</strong>ars and meet<strong>in</strong>gs about traffick<strong>in</strong>g;and dissem<strong>in</strong>ation of <strong>in</strong>formation about legal migration.There are also activities planned that were not proposed by the model NPA:creation of a code of conduct for the employees of the state <strong>in</strong>stitutionsregard<strong>in</strong>g traffick<strong>in</strong>g; and <strong>in</strong>volv<strong>in</strong>g religious <strong>in</strong>stitutions <strong>in</strong> the anti-traffick<strong>in</strong>gcampaign. There are also plans for school programmes to target both girls andboys to promote a zero tolerance of violence aga<strong>in</strong>st women and girls, and toprovide appropriate <strong>in</strong>formation on sexual relationships, as well as STI andHIV/AIDS prevention.In the area of gender discrim<strong>in</strong>ation <strong>in</strong> the labour market, the NPA proposesthe establishment of programmes to combat discrim<strong>in</strong>ation aga<strong>in</strong>st women <strong>in</strong>the labour market and special programmes for professional re-tra<strong>in</strong><strong>in</strong>g ofwomen.The NPA also proposes issu<strong>in</strong>g special certificates for persons will<strong>in</strong>g to work<strong>in</strong> the enterta<strong>in</strong>ment <strong>in</strong>dustry abroad and prohibit<strong>in</strong>g publications “hurt<strong>in</strong>gpeople’s dignity” – press announcements offer<strong>in</strong>g visas to the Schengen countriesor organisation of work abroad.The plan is very broad and ambitious. It covers almost all areas of anti-traffick<strong>in</strong>gactivities. However, there might be problems with its implementation,as there may be neither capacity to actually implement the activities, nor doesthe government allocate resources, nor have alternative sources of fundsbeen identified.2.3.2. International organisationsIOM is the most active of all the <strong>in</strong>ternational agencies. It has taken an activepart <strong>in</strong> all the anti-traffick<strong>in</strong>g <strong>in</strong>itiatives organised by the government, startedprevention campaigns and assistance activities and <strong>in</strong>itiated co-operation withthe NGOs which were already actively <strong>in</strong>volved <strong>in</strong> assistance work.UNAIDS is support<strong>in</strong>g programmes on HIV/AIDS prevention and harm reductionprogrammes for <strong>in</strong>ject<strong>in</strong>g drug users addressed to sex workers.UNICEF provides support for programmes for children <strong>in</strong> <strong>in</strong>stitutions and thoseleav<strong>in</strong>g <strong>in</strong>stitutions. UNICEF also supports local NGOs to do outreach work onHIV/AIDS prevention with sex workers.S<strong>in</strong>ce 1999, UNDP/UNAIDS has supported a health project for commercial sexworkers <strong>in</strong> Bucharest implemented by a local NGO ARAS.44USAID is the ma<strong>in</strong> donor for the anti-traffick<strong>in</strong>g work and supports <strong>in</strong>itiativesby IOM, UNDP and local NGOs <strong>in</strong> the area of traffick<strong>in</strong>g prevention and victimassistance.
