<strong>Traffick<strong>in</strong>g</strong> <strong>in</strong> <strong>Human</strong> Be<strong>in</strong>gs<strong>in</strong> <strong>Southeastern</strong> <strong>Europe</strong>Republic ofMoldovabut the group only worked spasmodically and stopped all activities after theelections and changes <strong>in</strong> government <strong>in</strong> February 2001.On 9 November 2001, the National Committee for Combat<strong>in</strong>g <strong>Traffick<strong>in</strong>g</strong> <strong>in</strong><strong>Human</strong> Be<strong>in</strong>gs was created at the level of deputy m<strong>in</strong>isters, with the DeputyPrime M<strong>in</strong>ister Valerian Cristea, as the Co-ord<strong>in</strong>ator of the Committee. At thesame meet<strong>in</strong>g the Committee adopted the National Plan of Action for combat<strong>in</strong>gtraffick<strong>in</strong>g <strong>in</strong> human be<strong>in</strong>gs. 502.2. Roles of government, <strong>in</strong>ternational organisations andNGOsAfter years of ignor<strong>in</strong>g the problem of traffick<strong>in</strong>g, a significant amount of workhas been done <strong>in</strong> Moldova <strong>in</strong> the last two years, especially <strong>in</strong> the area of rais<strong>in</strong>gawareness. However, it has to be added that these activities were <strong>in</strong>itiated by<strong>in</strong>ternational organisations, subsidized by foreign <strong>in</strong>stitutions and implementedby NGOs, without any support from the government.After elections <strong>in</strong> February 2001, the new Prime M<strong>in</strong>ister declared traffick<strong>in</strong>g<strong>in</strong> human be<strong>in</strong>gs to be the priority issue for the government and a will<strong>in</strong>gnessto participate <strong>in</strong> <strong>in</strong>ternational co-operation. Although the Moldavian representativeon Work<strong>in</strong>g Table III of the Stability Pact, work<strong>in</strong>g on the traffick<strong>in</strong>gissue, has not yet been appo<strong>in</strong>ted, the Co-ord<strong>in</strong>ator for the Moldavian participation<strong>in</strong> the Stability Pact has already started his work. Close co-operationhas been established with the SECI Centre, even though Moldova does nothave a liaison officer <strong>in</strong> Bucharest.However, there still no clear government policy on traffick<strong>in</strong>g. The reason islack of resources on the one hand, and on the other, wide spread corruptionand the connections that government officials and police have with organisedcrime groups and the profits they make from traffick<strong>in</strong>g <strong>in</strong> drugs, cars andhuman be<strong>in</strong>gs. The Anti-<strong>Traffick<strong>in</strong>g</strong> Unit, consist<strong>in</strong>g of just a few police officers,the so-called “Moral Police”, is not well equipped, has no communicationl<strong>in</strong>es and no petrol for their car, neither are they paid for months <strong>in</strong> a row.There are a number of <strong>in</strong>ternational agencies actively <strong>in</strong>volved <strong>in</strong> anti-traffick<strong>in</strong>gwork <strong>in</strong> Moldova. In June 2001, UNICEF co-ord<strong>in</strong>ated the establishment ofa Task Force on <strong>Traffick<strong>in</strong>g</strong>, an <strong>in</strong>ter-agency <strong>in</strong>itiative for co-operation, commonaction and exchange of <strong>in</strong>formation about anti-traffick<strong>in</strong>g <strong>in</strong>itiatives. Todate the group <strong>in</strong>cludes UNICEF, UNHCR, IOM, OSCE, UNDP, US Embassy,French Embassy, the <strong>Europe</strong>an Commission and local NGOs. There is a databasebe<strong>in</strong>g created of all the actions and responses to traffick<strong>in</strong>g <strong>in</strong> Moldova.2.3. Prevention and rais<strong>in</strong>g awarenessThe government has participated <strong>in</strong> various <strong>in</strong>itiatives of the <strong>in</strong>ternationalorganisations, <strong>in</strong>clud<strong>in</strong>g police tra<strong>in</strong><strong>in</strong>g organised by the NGO W<strong>in</strong>rock International,and <strong>in</strong> collaboration with La Strada, is plann<strong>in</strong>g a campaign to raiseawareness <strong>in</strong> schools. At policy level, the government has elaborated anational strategy on children and family protection.The M<strong>in</strong>istry of Labour organised an <strong>in</strong>ternational conference <strong>in</strong> September2000 on the problem of traffick<strong>in</strong>g <strong>in</strong> human be<strong>in</strong>gs with the support of OSCE,CoE and IOM.
