<strong>Traffick<strong>in</strong>g</strong> <strong>in</strong> <strong>Human</strong> Be<strong>in</strong>gs<strong>in</strong> <strong>Southeastern</strong> <strong>Europe</strong>United Nations system. They will be l<strong>in</strong>ked to and seek to facilitate effectiveimplementation of the key provisions of the Palermo Protocol on traffick<strong>in</strong>g.RegionalInitiativesA jo<strong>in</strong>t UNHCHR/CoE <strong>Traffick<strong>in</strong>g</strong> Prevention Programme for Eastern and Central<strong>Europe</strong> was launched <strong>in</strong> 1999. UNHCHR also worked with the CoE andother <strong>in</strong>ternational agencies on the organisation of a sem<strong>in</strong>ar <strong>in</strong> Athens (June2000) aimed at develop<strong>in</strong>g a subregional plan of action aga<strong>in</strong>st traffick<strong>in</strong>g <strong>in</strong>human be<strong>in</strong>gs <strong>in</strong> SEE.With<strong>in</strong> the framework of SPTTF, <strong>in</strong> co-operation with ILO, UNHCHR is the leadagency for prevention measures.2.5. United Nations Children’s Fund (UNICEF)Globally, UNICEF’s experience <strong>in</strong> address<strong>in</strong>g commercial sexual exploitation ofchildren <strong>in</strong> Asia and West Africa focuses on rais<strong>in</strong>g public awareness, childrights advocacy and improv<strong>in</strong>g the situation of children at risk.In November 2001, together with CoE, UNICEF organised the Budapest PreparatoryConference for <strong>Europe</strong> on Protection of Children aga<strong>in</strong>st SexualExploitation. In co-operation with ECPAT International and the NGO Group forthe Convention on the Rights of the Child, UNICEF co-sponsored the SecondCongress aga<strong>in</strong>st Commercial Sexual Exploitation of Children that took place<strong>in</strong> Yokohama, Japan <strong>in</strong> December 2001.In SEE, UNICEF has carried out research and assessment on the situation andresponses to traffick<strong>in</strong>g. UNICEF has taken a lead<strong>in</strong>g role <strong>in</strong> HIV/AIDS prevention<strong>in</strong> SEE, and <strong>in</strong> collaboration with local partners, is undertak<strong>in</strong>g a RapidAssessment and Response (RAR) on HIV/AIDS and STI risk and vulnerability<strong>in</strong> Albania, BiH, FYR Macedonia and FRY. They will provide <strong>in</strong>formation that willbe the basis for develop<strong>in</strong>g targeted activities with especially vulnerableyoung people, <strong>in</strong>clud<strong>in</strong>g sex workers and trafficked women and girls, <strong>in</strong> theabove countries.With<strong>in</strong> SPTTF, <strong>in</strong> cooperation with Save the Children, UNICEF is the leadagency for rais<strong>in</strong>g awareness. They have also been advocat<strong>in</strong>g for a broaderapproach to combat<strong>in</strong>g traffick<strong>in</strong>g <strong>in</strong> women and children through address<strong>in</strong>gthe underly<strong>in</strong>g causes, by focus<strong>in</strong>g on special protection measures for children,gender-based violence and the development of life skills for young peopleto protect themselves from exploitation, <strong>in</strong>clud<strong>in</strong>g the risks of HIV/AIDS/STI and traffick<strong>in</strong>g.2.6. United Nations Population Fund (UNFPA)The United Nations Population Fund UNFPA, helps develop<strong>in</strong>g countries f<strong>in</strong>dsolutions to their population problems. The Fund has three ma<strong>in</strong> programmeareas, reproductive health <strong>in</strong>clud<strong>in</strong>g family plann<strong>in</strong>g and sexual health, populationand development strategies, and advocacy. The Reproductive HealthProgramme supports the provision of reproductive health care <strong>in</strong>clud<strong>in</strong>g theprevention and treatment of reproductive tract <strong>in</strong>fections and sexually transmitteddiseases <strong>in</strong>clud<strong>in</strong>g HIV/AIDS. With<strong>in</strong> this programme UNFPA, <strong>in</strong> cooperationwith IOM supports reproductive health programmes for traffickedwomen and children who are stay<strong>in</strong>g <strong>in</strong> the IOM shelters <strong>in</strong> countries of dest<strong>in</strong>ationand of orig<strong>in</strong>.19
