<strong>Traffick<strong>in</strong>g</strong> <strong>in</strong> <strong>Human</strong> Be<strong>in</strong>gs<strong>in</strong> <strong>Southeastern</strong> <strong>Europe</strong>RegionalInitiatives2.7. The UN High Commissioner for Refugees (UNHCR)UNHCR is not actively <strong>in</strong>volved <strong>in</strong> anti-traffick<strong>in</strong>g actions. It notes with concernthe documented evidence regard<strong>in</strong>g the <strong>in</strong>crease <strong>in</strong> traffick<strong>in</strong>g and states thatnot only migrants but also asylum-seekers and refugees have to resort to theservices of smugglers and traffickers. As a result, measures to combat humansmuggl<strong>in</strong>g and traffick<strong>in</strong>g may h<strong>in</strong>der asylum-seekers and refugees fromreach<strong>in</strong>g safety and benefit<strong>in</strong>g from <strong>in</strong>ternational protection. UNHCR alsoacknowledges, however, that traffick<strong>in</strong>g can amount to debt bondage situationsand enslavement for asylum-seekers and refugees or even to the loss oflife. Therefore, UNHCR, which is mandated to ensure the <strong>in</strong>ternational protectionof refugees, co-operates with <strong>in</strong>ternational organisations and governmentson regional and national <strong>in</strong>itiatives but does not undertake anyseparate actions or <strong>in</strong>itiatives <strong>in</strong> this field.2.8. International Labour Organisation (ILO)Throughout its standards-related work, ILO has dealt with the issue of humantraffick<strong>in</strong>g <strong>in</strong> relation to forced labour, the abuse of migrant workers, discrim<strong>in</strong>ationat work (particularly when certa<strong>in</strong> sections of society, such as women or<strong>in</strong>digenous peoples, are affected), and as one of the worst forms of child labour.The ILO addresses traffick<strong>in</strong>g <strong>in</strong> human be<strong>in</strong>gs through its Forced Labour Conventions(Nos. 29 and 105) and the Worst Forms of Child Labour Convention(No.182). The ILO emphasises that, <strong>in</strong> the <strong>Europe</strong>an context, traffick<strong>in</strong>g <strong>in</strong> persons,especially women and children, exists not only <strong>in</strong> the sex <strong>in</strong>dustry, butalso <strong>in</strong> other sectors, such as unskilled labour, begg<strong>in</strong>g and solicit<strong>in</strong>g.In 1994, ILO established the National Network of Foreign Labour <strong>in</strong> Centraland Eastern <strong>Europe</strong>. Dur<strong>in</strong>g the last six years, this network has providedopportunities for discuss<strong>in</strong>g at regional and bilateral levels possible jo<strong>in</strong>t measuresto deal with traffick<strong>in</strong>g and irregular migration. Through this <strong>in</strong>formalnetwork, migration authorities and researchers from 14 Central and Eastern<strong>Europe</strong>an countries are exchang<strong>in</strong>g <strong>in</strong>formation and address<strong>in</strong>g commonissues and problems. Reports on irregular labour migration and traffick<strong>in</strong>g <strong>in</strong>the Russian Federation, Ukra<strong>in</strong>e, Moldova, Lithuania, Hungary and the CzechRepublic have been prepared and discussed.The ILO is currently develop<strong>in</strong>g a sub-regional programme to combat traffick<strong>in</strong>g<strong>in</strong> children and young people for labour and sexual exploitation <strong>in</strong> the Balkansand Ukra<strong>in</strong>e. The first phase of this programme seeks to identify astrategy for concerted action aga<strong>in</strong>st traffick<strong>in</strong>g through situation analysis andappraisal of exist<strong>in</strong>g responses <strong>in</strong> the region. This will <strong>in</strong>clude further developmentof ILO’s Rapid Assessment methodology on the worst forms of childlabour, tra<strong>in</strong><strong>in</strong>g for national partners, operational reviews, workshops andanalysis. On the basis of the lessons drawn from the first phase, a comprehensiveaction programme will be implemented, focus<strong>in</strong>g on prevention andre<strong>in</strong>tegration.ILO participates <strong>in</strong> the SPTTF and is a member of the Task Force Co-ord<strong>in</strong>ationGroup.202.9. International Centre for Migration Policy Development(ICMPD)ICMPD is an <strong>in</strong>ter-governmental organisation created <strong>in</strong> 1993 on the <strong>in</strong>itiativeof Switzerland and Austria, and is based <strong>in</strong> Vienna. The purpose of the organisationis to promote comprehensive and susta<strong>in</strong>able migration policies, andto function as a service exchange mechanism for governments and organisationson primarily <strong>Europe</strong>an migration issues.
