<strong>Traffick<strong>in</strong>g</strong> <strong>in</strong> <strong>Human</strong> Be<strong>in</strong>gs<strong>in</strong> <strong>Southeastern</strong> <strong>Europe</strong>RegionalInitiativesThe SECI Illegal <strong>Human</strong> Be<strong>in</strong>gs <strong>Traffick<strong>in</strong>g</strong> Task Force was established <strong>in</strong> May2000 on the <strong>in</strong>itiative of the Romanian Government and comprises theRegional Task Force and the Regional Co-ord<strong>in</strong>ator.The regional structure is supported by the local structures, which are presentlybe<strong>in</strong>g created. National Task Forces <strong>in</strong> all SECI countries are headed byNational Co-ord<strong>in</strong>ators (not yet appo<strong>in</strong>ted <strong>in</strong> some of the countries). The TaskForce operates through liaison officers, from all participat<strong>in</strong>g countries, work<strong>in</strong>gout of the SECI Centre <strong>in</strong> Bucharest. They are <strong>in</strong> permanent contact withtheir national authorities through their respective designated National FocalPo<strong>in</strong>ts, which communicate directly with the National Co-ord<strong>in</strong>ators and theNational <strong>Traffick<strong>in</strong>g</strong> <strong>in</strong> <strong>Human</strong> Be<strong>in</strong>gs Squads. 301.5. Regional Conference on <strong>Traffick<strong>in</strong>g</strong> <strong>in</strong> <strong>Human</strong> Be<strong>in</strong>gsand Illegal MigrationFollow<strong>in</strong>g the adoption of the Palermo Protocols, Romania, as the Chair ofOSCE, hosted a Regional Conference on <strong>Traffick<strong>in</strong>g</strong> <strong>in</strong> <strong>Human</strong> Be<strong>in</strong>gs and IllegalMigration (organised with<strong>in</strong> the framework of the Stability Pact activities),which took place <strong>in</strong> Bucharest on May 21, 2001. Present at the meet<strong>in</strong>g wereM<strong>in</strong>isters of the Interior and National Security Advisers from the BalkanRegion, and the Chair of SPTTF.In the agreed conclusions from the conference, the participants confirmedtheir commitment to prevent and combat traffick<strong>in</strong>g and specified the steps tobe taken at national and regional levels. At the regional level, SEE m<strong>in</strong>istersacknowledged the need for the development of a regional campaign to raisepublic awareness, for exchange of <strong>in</strong>formation between national agencies, toconsider establish<strong>in</strong>g jo<strong>in</strong>t law enforcement and border police teams, and forco-operation between national law enforcement agencies, IOM, NGOs andappropriate diplomatic and consular officials on the safe repatriation of traffickedpersons.At the national level, they recognised the need for strengthen<strong>in</strong>g nationalstrategies and structures on human traffick<strong>in</strong>g, elaborat<strong>in</strong>g or revis<strong>in</strong>g legislation,strengthen<strong>in</strong>g national law enforcement and prosecution capabilities,strengthen<strong>in</strong>g border control systems, conclud<strong>in</strong>g bilateral re-admissionagreements, <strong>in</strong>troduc<strong>in</strong>g campaigns to raise public awareness and ensur<strong>in</strong>gassistance for the safe return and re-<strong>in</strong>tegration of trafficked persons. 31Representatives of the SEE countries agreed to operate with<strong>in</strong> the frameworkof the SP Action Plan and agreed that “the SP Task Force Co-ord<strong>in</strong>ator coulddraw up a matrix of all bilateral and multilateral programmes <strong>in</strong> the regionwith a view to co-ord<strong>in</strong>at<strong>in</strong>g activities and identify<strong>in</strong>g future needs.” 32They asked OSCE to monitor the extent of traffick<strong>in</strong>g <strong>in</strong> the region and themeasures taken to tackle the problem and to co-operate with other <strong>in</strong>ternationalorganisations, <strong>in</strong>clud<strong>in</strong>g IOM, <strong>Europe</strong>an Union Monitor Missions, theCouncil of <strong>Europe</strong>, UNHCHR, the Stability Pact Task Force Coord<strong>in</strong>ator andOSCE/ODIHR.1630.Southern <strong>Europe</strong>an Cooperative Initiative, SECI <strong>in</strong>formation materials, Bucharest, 2001.31.Agreed Conclusions from the Regional Conference on <strong>Traffick<strong>in</strong>g</strong> <strong>in</strong> <strong>Human</strong> Be<strong>in</strong>gs andIllegal Migration, Bucharest, 21 May 2001, pp. 1-3.32.Ibid.
