<strong>Traffick<strong>in</strong>g</strong> <strong>in</strong> <strong>Human</strong> Be<strong>in</strong>gs<strong>in</strong> <strong>Southeastern</strong> <strong>Europe</strong>In April 2001, Save the Children published a report “Child <strong>Traffick<strong>in</strong>g</strong> <strong>in</strong> Albania”expos<strong>in</strong>g the fact that thousands of Albanian children and young womenwere trafficked <strong>in</strong>to prostitution across <strong>Europe</strong> on a daily basis. Members ofthe Save the Children Alliance are now develop<strong>in</strong>g a regional, action researchbasedprogramme <strong>in</strong> SEE to <strong>in</strong>vestigate, among other th<strong>in</strong>gs, the extent ofchild traffick<strong>in</strong>g, responses to child traffick<strong>in</strong>g <strong>in</strong> a range of organisations, andmeasures that can be taken to prevent child traffick<strong>in</strong>g. This work has nowbegun <strong>in</strong> Bulgaria, Croatia and Romania, with further work planned <strong>in</strong> Albania,Serbia and Kosovo. Current fund<strong>in</strong>g is provided by SPTTF donors. With<strong>in</strong> theframework of SPTTF, Save the Children focuses on research and rais<strong>in</strong>g awarenessof child traffick<strong>in</strong>g and, with ICMC and others, support<strong>in</strong>g <strong>in</strong>creased NGO<strong>in</strong>volvement <strong>in</strong> SPTTF activities.RegionalInitiatives3.5. International Research and Exchanges Board (IREX)In September 2001, IREX, a US based NGO, started the Regional EmpowermentInitiative for Women programme, with USAID fund<strong>in</strong>g. The programmewill promote the empowerment of women from selected countries of theformer Soviet Union and SEE, <strong>in</strong>clud<strong>in</strong>g the Russian Federation, Bulgaria,Romania, Moldova, Lithuania and FRY, with the aim to prevent traffick<strong>in</strong>gbefore women leave their countries. IREX is plann<strong>in</strong>g to adm<strong>in</strong>ister a comprehensiveanti-traffick<strong>in</strong>g programme by establish<strong>in</strong>g anti-traffick<strong>in</strong>g tra<strong>in</strong><strong>in</strong>gand empowerment sites <strong>in</strong> seven major cities. The programme has four activities:1) basic job skills tra<strong>in</strong><strong>in</strong>g and placement support; 2) women’s empowerment,<strong>in</strong>clud<strong>in</strong>g crisis hotl<strong>in</strong>e assistance, as well as legal and psychologicalcounsell<strong>in</strong>g for victims and potential victims; 3) awareness promotion ofpotential traffick<strong>in</strong>g schemes through targeted public outreach campaigns;and 4) small grants to support women entrepreneurs <strong>in</strong> the creation of susta<strong>in</strong>ableenterprises.3.6. Local non-governmental organisationsAt the local level, it has been primarily women’s organisations, which haveconcerned themselves with traffick<strong>in</strong>g. Some of them work generally <strong>in</strong> theareas of violence aga<strong>in</strong>st women and women’s rights; others operate sheltersfor victims of violence or run projects for sex workers. <strong>Human</strong> rights organisationsand organisations for migrants’ rights still consider traffick<strong>in</strong>g to bemore an issue of gender violence than human rights abuse, and leave it to thewomen’s groups.There is little network<strong>in</strong>g between NGOs at the regional level, especiallybetween countries of orig<strong>in</strong> and dest<strong>in</strong>ation. Until now all network<strong>in</strong>g <strong>in</strong>itiativeswere undertaken by local groups seek<strong>in</strong>g contact with similar organisationsor a partner organisation <strong>in</strong> other countries, with little support from theirgovernments and the <strong>in</strong>volvement of only few <strong>in</strong>ternational organisations,such as OSCE/ODIHR. Closer co-operation and exchange of ideas were possibleonly for the NGOs connected with La Strada or TAMPEP. However, eventhese networks were organised more for practical reasons – provid<strong>in</strong>g directsupport to trafficked persons and organis<strong>in</strong>g prevention and awareness rais<strong>in</strong>gactivities – than for creat<strong>in</strong>g a coalition of NGOs with a comprehensiveregional programme and approach. There are now plans, undertaken by ICMCand Save the Children, to organise regional meet<strong>in</strong>gs/network<strong>in</strong>g of localNGOs with<strong>in</strong> the framework of SPTTF.23
