<strong>Traffick<strong>in</strong>g</strong> <strong>in</strong> <strong>Human</strong> Be<strong>in</strong>gs<strong>in</strong> <strong>Southeastern</strong> <strong>Europe</strong>Romaniaanswer questions. While obta<strong>in</strong><strong>in</strong>g <strong>in</strong>formation is very important from thepo<strong>in</strong>t of view of law enforcement, the health and well-be<strong>in</strong>g of the womenmust also be taken <strong>in</strong>to account. Psychologists from the local NGOs assist<strong>in</strong>g<strong>in</strong> the return process are concerned about the consequences of <strong>in</strong>terview<strong>in</strong>gwomen suffer<strong>in</strong>g from post-traumatic stress disorder. NGOs also question theresults and quality of such <strong>in</strong>terviews as it is becom<strong>in</strong>g clear that a grow<strong>in</strong>gnumber of <strong>in</strong>terviewees deliver similar “standardised” <strong>in</strong>formation, repeat<strong>in</strong>gstories learned from others rather than shar<strong>in</strong>g their own experiences. Insome cases such stories can make it more difficult to assess if the woman wastrafficked <strong>in</strong> the first place. The experiences of the NGOs suggest that only apersonalised approach with professional psychological assistance and longercontact with the returned women will enable them tell the truth and testifyaga<strong>in</strong>st traffickers.IOM’s programme of re<strong>in</strong>tegration for trafficked persons offers “assistance tothe victims, <strong>in</strong>clud<strong>in</strong>g temporary accommodation, health care, psychologicalcounsell<strong>in</strong>g, educational and professional/employment orientation and socialre<strong>in</strong>tegration, …carried out with the support of some 35 Romanian NGOsacross the country.” 57Local NGOs, however, have expressed concerns about the quality of helpoffered to women and girls by the organisations provid<strong>in</strong>g assistance and re<strong>in</strong>tegrationsupport. At the conference organised by IOM <strong>in</strong> Bucharest <strong>in</strong> July2001, there were 24 organisations from all over the country, the majority ofwhich had no previous experience of work<strong>in</strong>g with trafficked persons. Thereare no special IOM procedures or services offered for children, but m<strong>in</strong>ors arereferred to the Romanian branch of Save the Children or Service Sociale International(Italian branch).Assistance offered by IOM <strong>in</strong>cludes transport<strong>in</strong>g the trafficked persons fromthe airport to a shelter, provid<strong>in</strong>g them with a small allowance of US$150 <strong>in</strong>total (given <strong>in</strong> three <strong>in</strong>stalments), addresses of NGOs and <strong>in</strong>formation aboutthe possibility of hav<strong>in</strong>g a medical check up and some help from NGOs <strong>in</strong> casesof emergency. Counsell<strong>in</strong>g and re<strong>in</strong>tegration support are not part of a standardizedservice but rather an exception <strong>in</strong> the rout<strong>in</strong>e of a much more modestoffer. From the total of 403 assisted persons, between January 2000 andDecember 2001, 173 cases were referred to local organisations for re<strong>in</strong>tegrationassistance. Services provided through the partner NGO network can, <strong>in</strong>pr<strong>in</strong>ciple, <strong>in</strong>clude temporary shelter, medical assistance, psychological counsell<strong>in</strong>g,general social assistance, educational assistance, vocational tra<strong>in</strong><strong>in</strong>g,career orientation, employment and job seek<strong>in</strong>g, and legal support. However,<strong>in</strong> most cases, the support is limited to a couple of hours of counsell<strong>in</strong>g aweek, as NGOs without experience or f<strong>in</strong>ancial resources cannot deal with theproblems of trafficked women. There are only few NGOs <strong>in</strong> the country(Reach<strong>in</strong>g Out <strong>in</strong> Pitesti, SCOP <strong>in</strong> Timisoara, Pro Familia <strong>in</strong> Bistrita, and Artemis<strong>in</strong> Cluj) with capacity to offer more long-term support <strong>in</strong> re<strong>in</strong>tegration, andnot all of them are among the organisations with which IOM co-operates.1.4. HIV/AIDS and STIsThere are no programmes <strong>in</strong> the area of HIV/AIDS/STIs prevention aimed attrafficked people. Women and girls assisted by IOM are offered free medicalservices, <strong>in</strong>clud<strong>in</strong>g STI and HIV tests.
