<strong>Traffick<strong>in</strong>g</strong> <strong>in</strong> <strong>Human</strong> Be<strong>in</strong>gs<strong>in</strong> <strong>Southeastern</strong> <strong>Europe</strong>Introductionand Overviewoverview for each country summarises the traffick<strong>in</strong>g situation under the follow<strong>in</strong>ghead<strong>in</strong>gs:1.Migration, prostitution and traffick<strong>in</strong>g;2.Identification, referral and assistance of trafficked women and children;3.Prosecution.Child traffick<strong>in</strong>g and HIV/AIDS are highlighted where such <strong>in</strong>formation is available.Responses and activities <strong>in</strong> each country are summarised under the follow<strong>in</strong>ghead<strong>in</strong>gs which are derived from the model National Plan of Action developedby the Stability Pact Task Force on <strong>Traffick<strong>in</strong>g</strong> <strong>in</strong> <strong>Human</strong> Be<strong>in</strong>gs 3 :1.National Plan of Action and co-ord<strong>in</strong>ation;2.Roles of government, <strong>in</strong>ternational organisations and NGOs;3.Prevention and rais<strong>in</strong>g of awareness;4.Victim assistance (<strong>in</strong>clud<strong>in</strong>g return and re<strong>in</strong>tegration);5.Legal reform and law enforcement.2. Def<strong>in</strong>ition of traffick<strong>in</strong>g and its <strong>in</strong>terpretationThe def<strong>in</strong>ition used <strong>in</strong> this report is conta<strong>in</strong>ed <strong>in</strong> the UN Protocol to Prevent,Suppress and Punish <strong>Traffick<strong>in</strong>g</strong> <strong>in</strong> Persons, especially Women and Children,which supplements the UN Convention on Transnational Organised Crimeadopted by the UN General Assembly <strong>in</strong> November 2000. The Convention andits two protocols 4 (herewith referred to as the Palermo Convention and Protocols)were signed by all the countries <strong>in</strong> <strong>Southeastern</strong> <strong>Europe</strong> <strong>in</strong> December2000 at a high-level conference <strong>in</strong> Palermo, Italy:a.“<strong>Traffick<strong>in</strong>g</strong> <strong>in</strong> persons” shall mean the recruitment, transportation,transfer, harbour<strong>in</strong>g or receipt of persons, by means of threat or useof force or other forms of coercion, of abduction, of fraud, of deception,of the abuse of power or of a position of vulnerability or of thegiv<strong>in</strong>g or receiv<strong>in</strong>g of payments or benefits to achieve the consent ofa person hav<strong>in</strong>g control over another person, for the purpose ofexploitation. Exploitation shall <strong>in</strong>clude, at a m<strong>in</strong>imum, the exploitationof the prostitution of others or other forms of sexual exploitation,forced labour or services, slavery or practices similar to slavery, servitudeor the removal of organs;b.The consent of the victim of traffick<strong>in</strong>g <strong>in</strong> persons to the <strong>in</strong>tendedexploitation set forth <strong>in</strong> the subparagraph (a) of this article shall beirrelevant where any of the means set forth <strong>in</strong> subparagraph (a) havebeen used;c.The recruitment, transportation, transfer, harbour<strong>in</strong>g or receipt of achild for the purpose of exploitation shall be considered “traffick<strong>in</strong>g <strong>in</strong>persons” even if this does not <strong>in</strong>volve any of the means set forth <strong>in</strong>subparagraph (a) of this article;d.“Child” shall mean any person under 18 years of age. 523.The Stability Pact Task Force on <strong>Traffick<strong>in</strong>g</strong> <strong>in</strong> <strong>Human</strong> Be<strong>in</strong>gs developed a Regional Plan ofAction as a model for National Plans of Action for the countries of the region.
