<strong>Traffick<strong>in</strong>g</strong> <strong>in</strong> <strong>Human</strong> Be<strong>in</strong>gs<strong>in</strong> <strong>Southeastern</strong> <strong>Europe</strong>• Consultants to the IOM prevention campaign;• Tra<strong>in</strong><strong>in</strong>g for local and foreign NGOs, law enforcement agencies, socialworkers and lawyers;• Prevention lectures at schools;• Press and Lobby Campaign to <strong>in</strong>form the general public about theissue of traffick<strong>in</strong>g and to achieve the recognition of traffick<strong>in</strong>g <strong>in</strong>women as a violation of their human rights;• Monitor<strong>in</strong>g of the press, <strong>in</strong>clud<strong>in</strong>g an archive of press cutt<strong>in</strong>gs;• Fact Sheets, published bimonthly, distributed to more than 130 <strong>in</strong>stitutions,which aim to provide <strong>in</strong>formation on the traffick<strong>in</strong>g and antitraffick<strong>in</strong>g<strong>in</strong>itiatives from the human perspective;• A helpl<strong>in</strong>e for trafficked women and women who want to migrate. In2000, there were 476 calls related to traffick<strong>in</strong>g.BulgariaActivities of other local NGOs, such as Women Alliance for Development andthe Bulgarian Gender Research Project, <strong>in</strong>clude campaigns to raise awarenessand to prevent violence aga<strong>in</strong>st women, reports on the situation of women <strong>in</strong>Bulgaria and violations of their human rights, projects to assess, report andrecommend on the situation of women <strong>in</strong> the labour market. Local NGOs fromoutside Sofia have developed campaigns to raise awareness and to preventviolence aga<strong>in</strong>st women.The Health and Social Environment Foundation is do<strong>in</strong>g outreach work withprostitutes <strong>in</strong> Sofia and <strong>in</strong> Petritch at the Greek border. The programme isfocused on HIV/AIDS prevention and harm reduction and <strong>in</strong>cludes STI and HIVtests, visits to gynaecologists and venereal disease specialists, distribution ofthe birth control pill, lubricants and condoms, and distribution of needles andsyr<strong>in</strong>ges for <strong>in</strong>ject<strong>in</strong>g drug users.2.4. Victim assistance and supportIOM started its Assisted Return to and from Bulgaria Programme <strong>in</strong> 2000. It<strong>in</strong>cludes safe transportation assistance, pre-departure and arrival assistance,documents procurement, escort <strong>in</strong> transit, f<strong>in</strong>ancial support and a re<strong>in</strong>tegrationprogramme.In 2001, IOM has signed a Memorandum of Understand<strong>in</strong>g with SECI and anagreement with the Bulgarian Government, accord<strong>in</strong>g to which trafficked personsreturn<strong>in</strong>g to Bulgaria via official channels are referred to IOM. IOM is alsothe referral agency that assists foreign nationals to return from Bulgaria totheir countries of orig<strong>in</strong>. IOM is support<strong>in</strong>g only those trafficked persons whoagree to sign the IOM questionnaire and answer questions referr<strong>in</strong>g to pretraffick<strong>in</strong>gand traffick<strong>in</strong>g circumstances.Between March 2000 and August 2001, IOM assisted 63 trafficked persons,<strong>in</strong>clud<strong>in</strong>g 35 of Bulgarian orig<strong>in</strong> and 28 foreigners. All 35 Bulgarian womenreceived re<strong>in</strong>tegration assistance – f<strong>in</strong>ancial support (US$150) paid <strong>in</strong> three<strong>in</strong>stalments, medical care and psychological counsell<strong>in</strong>g, if needed. Sixty percentof the women took part <strong>in</strong> vocational tra<strong>in</strong><strong>in</strong>g, and three were helped tof<strong>in</strong>d a job.Until the end of 2001, IOM did not have its own shelter but provided safeaccommodation for transit people and returned Bulgarians <strong>in</strong> need of specialprotection or referred women to shelters run by local NGOs. In 2001, IOM was<strong>in</strong> the process of develop<strong>in</strong>g a local structure for a full re<strong>in</strong>tegration programme.As <strong>in</strong> other countries of the region, IOM is develop<strong>in</strong>g its programmes<strong>in</strong> conjunction with exist<strong>in</strong>g ones developed by NGOs. The IOMshelter for the trafficked women became operational at the beg<strong>in</strong>n<strong>in</strong>g of 2002.57
