<strong>Traffick<strong>in</strong>g</strong> <strong>in</strong> <strong>Human</strong> Be<strong>in</strong>gs<strong>in</strong> <strong>Southeastern</strong> <strong>Europe</strong>2.3. Prevention and rais<strong>in</strong>g awarenessCroatiaIn the areas of prevention and rais<strong>in</strong>g awareness, the government has takenno action. However, government representatives take part <strong>in</strong> the anti-traffick<strong>in</strong>g<strong>in</strong>itiatives organised by <strong>in</strong>ternational agencies, especially IOM and ICMC.The issue of traffick<strong>in</strong>g is also <strong>in</strong>cluded <strong>in</strong>to NPA of the Government Commissionfor Gender Equality.IOM conducted a research study “Sex <strong>Traffick<strong>in</strong>g</strong> <strong>in</strong> Croatia”, which was published<strong>in</strong> November 2001. The study was based on media analyses, a reviewof the current legal framework, a public op<strong>in</strong>ion survey and <strong>in</strong>-depth <strong>in</strong>terviewswith those <strong>in</strong>volved <strong>in</strong> traffick<strong>in</strong>g, <strong>in</strong>clud<strong>in</strong>g traffickers, traffickedwomen, police officers, owners of the establishments, NGOs and governmentrepresentatives. Due to a lack of co-operation by the police and only a few<strong>in</strong>terviews with persons directly <strong>in</strong>volved <strong>in</strong> traffick<strong>in</strong>g, the results of the studyare not conclusive and do not give a clear assessment of the scope of theproblem. Nevertheless the f<strong>in</strong>d<strong>in</strong>gs were used as a basis for IOM recommendationsfor actions to combat traffick<strong>in</strong>g that should be <strong>in</strong>corporated <strong>in</strong>to theNPA. These <strong>in</strong>clude:• Special tra<strong>in</strong><strong>in</strong>g for the police;• Regional co-ord<strong>in</strong>ation and shar<strong>in</strong>g of <strong>in</strong>formation;• Establishment of a counter-traffick<strong>in</strong>g unit with<strong>in</strong> the police;• Legal reform and tra<strong>in</strong><strong>in</strong>g for judges;• Establishment of a shelter for trafficked women;• Rais<strong>in</strong>g of awareness <strong>in</strong> the media;• Establishment of a network of organisations to combat<strong>in</strong>g traffick<strong>in</strong>g;• Inclusion and support for NGOs work<strong>in</strong>g on the issue of traffick<strong>in</strong>g.In October 2001, IOM <strong>in</strong> co-operation with the University of London organised“Tra<strong>in</strong><strong>in</strong>g for Tra<strong>in</strong>ers” for government officials and NGOs work<strong>in</strong>g on the issueof traffick<strong>in</strong>g.IOM is also plann<strong>in</strong>g a prevention campaign aimed at policy makers, <strong>in</strong> collaborationwith other organisations, SADA SOS hotl<strong>in</strong>e and Centre for WomenWar Victims that will <strong>in</strong>clude a media campaign, a hotl<strong>in</strong>e on traffick<strong>in</strong>g, tra<strong>in</strong><strong>in</strong>gand education.UNICEF is support<strong>in</strong>g an HIV/AIDS prevention programme <strong>in</strong> Croatia, which<strong>in</strong>cludes sex workers as one of the high risk groups.ICMC, <strong>in</strong> co-operation with IOM and the M<strong>in</strong>istry of Labour and Social Welfare,has organised a Regional Counter-<strong>Traffick<strong>in</strong>g</strong> Conference. The conference “Initiatives<strong>in</strong> the Republic of Croatia for the Development of the Programme ofAction aga<strong>in</strong>st <strong>Traffick<strong>in</strong>g</strong> <strong>in</strong> Women and Children” was held <strong>in</strong> StubickieToplice <strong>in</strong> May 2001. The goal of the conference was to sensitise both publicand participants, to exchange experiences with<strong>in</strong> the region, to educate membersof the four established work<strong>in</strong>g groups and to work on anti-traffick<strong>in</strong>gaction plan. Recommendations for the National Plan of Action were handed tothe Inter-m<strong>in</strong>isterial Work<strong>in</strong>g Group.NGOs have not taken any action to date. However, some (ICMC, Centre forWomen War Victims) are plann<strong>in</strong>g prevention campaigns on traffick<strong>in</strong>g.2.4. Victim assistanceUntil now, there has been no need <strong>in</strong> Croatia for direct assistance to the victimsof traffick<strong>in</strong>g and currently there is no victim assistance programme.121
