<strong>Traffick<strong>in</strong>g</strong> <strong>in</strong> <strong>Human</strong> Be<strong>in</strong>gs<strong>in</strong> <strong>Southeastern</strong> <strong>Europe</strong>In June 2001, the M<strong>in</strong>istry of Justice appo<strong>in</strong>ted, its Chief Inspector, to lead aformal m<strong>in</strong>isterial work<strong>in</strong>g group to draw up a comprehensive law to addresstraffick<strong>in</strong>g <strong>in</strong> human be<strong>in</strong>gs. A special commission would be created to co-ord<strong>in</strong>ateand oversee the actions of the state <strong>in</strong>stitutions deal<strong>in</strong>g with traffick<strong>in</strong>g.This legislation is also supposed to address the situation of the victims, f<strong>in</strong>ancial,psychological and legal provisions as well as other measures of support. 68BulgariaThe development of the NPA was <strong>in</strong>itiated and facilitated by Animus/La Stradawith the aim of unit<strong>in</strong>g and co-ord<strong>in</strong>at<strong>in</strong>g the efforts of all <strong>in</strong>stitutions <strong>in</strong> onenational strategy aga<strong>in</strong>st traffick<strong>in</strong>g. The draft NPA was prepared by Animus/La Strada and conta<strong>in</strong>s ideas aris<strong>in</strong>g from the two <strong>in</strong>ter-<strong>in</strong>stitutional roundtables, which they organised <strong>in</strong> 2000. Specialists and representatives of all<strong>in</strong>stitutions engaged <strong>in</strong> traffick<strong>in</strong>g took part <strong>in</strong> the round tables – the NationalPolice, the National Service for Combat<strong>in</strong>g Organised Crime, the Border policeand the other structures of the M<strong>in</strong>istry of the Interior, the m<strong>in</strong>istries of ForeignAffairs, Labour and Social Policy, Health, Education, Justice, the NationalHealthcare Fund, and representatives of municipal and county adm<strong>in</strong>istration,as well as non-government organisations. The draft NPA was prepared by LaStrada <strong>in</strong> 2001 and presented to the Stability Pact Task Force on <strong>Traffick<strong>in</strong>g</strong> bythe Bulgarian Government.The M<strong>in</strong>istry of the Interior has established a Task Force to Combat <strong>Human</strong><strong>Traffick<strong>in</strong>g</strong> <strong>in</strong> Persons for Sexual Exploitation. This Task Force was formallyestablished on 18 June 2001 by an <strong>in</strong>tra-m<strong>in</strong>isterial Memorandum of Understand<strong>in</strong>gto address human traffick<strong>in</strong>g for sexual exploitation with<strong>in</strong> theSoutheast <strong>Europe</strong>an Cooperative Initiative (SECI) framework.Pursuant to Decision No. 608 of the Council of M<strong>in</strong>isters on 22 August 2001,a permanent expert group has been established to solve urgent problems aris<strong>in</strong>gfrom the migration policy of the Republic of Bulgaria. This group <strong>in</strong>cludesrepresentatives of the m<strong>in</strong>istries of Foreign Affairs, Justice, F<strong>in</strong>ance, Transportand Communications, Labour and Social Policy, the Customs Agency and alsothe follow<strong>in</strong>g services with<strong>in</strong> the M<strong>in</strong>istry of the Interior: the National Servicefor Combat<strong>in</strong>g Organised Crime, the National Security Service, the NationalPolice Service, the National Border Police Service and the International CooperationDirectorate of the M<strong>in</strong>istry of Interior.2.2. Roles of government, <strong>in</strong>ternational organisations andNGOsDur<strong>in</strong>g the last two years Bulgaria has undertaken many actions to combattraffick<strong>in</strong>g. Governmental activities were concentrated <strong>in</strong> the area of lawenforcement and legal reform. However traffick<strong>in</strong>g has been treated almostexclusively as a trans-border crime and as part of the issue of illegal migration.Not much attention has been paid to the human dimension of the problemor to the rights of the trafficked persons.International organisations and donors, <strong>in</strong>clud<strong>in</strong>g USAID, IOM, UNDP and theUS Department of Justice are actively <strong>in</strong>volved <strong>in</strong> anti-traffick<strong>in</strong>g activities.They support the government <strong>in</strong> its anti-traffick<strong>in</strong>g work, ma<strong>in</strong>ly by provid<strong>in</strong>gf<strong>in</strong>ancial support for the government and NGOs. An <strong>in</strong>formal work<strong>in</strong>g group hasalso been established to exchange <strong>in</strong>formation and to lobby the government.NGOs have been work<strong>in</strong>g on the ground with trafficked people for many years<strong>in</strong> the areas of prevention and provision of assistance.
