<strong>Traffick<strong>in</strong>g</strong> <strong>in</strong> <strong>Human</strong> Be<strong>in</strong>gs<strong>in</strong> <strong>Southeastern</strong> <strong>Europe</strong>Albania• Prevention materials, <strong>in</strong>clud<strong>in</strong>g comic strips, stickers, leaflets, videoof <strong>in</strong>terviews with trafficked children;.• Brochures for teachers.TdH and NPF are also support<strong>in</strong>g the development of other NGOs work<strong>in</strong>g onthe issues of child traffick<strong>in</strong>g through transfer of experience.Save the Children Albania prepared a report on traffic <strong>in</strong> children from Albania<strong>in</strong> 2001, provid<strong>in</strong>g <strong>in</strong>formation on traffick<strong>in</strong>g <strong>in</strong> young girls for prostitution andboys, primarily, for begg<strong>in</strong>g and cheap labour. 159 Save the Children has alsofully supported Women’s Hearth to establish their shelter <strong>in</strong> Vlora.In June 2001, an NGO coalition aga<strong>in</strong>st traffick<strong>in</strong>g <strong>in</strong> children from Albania wasformed dur<strong>in</strong>g a conference <strong>in</strong> Corfu organised by Greek NGOs.Local women’s NGOs 160 participated <strong>in</strong> tra<strong>in</strong><strong>in</strong>g <strong>in</strong> human rights and women’srights, <strong>in</strong> violence aga<strong>in</strong>st women and traffick<strong>in</strong>g <strong>in</strong> women, which was organisedby OSCE. Tra<strong>in</strong><strong>in</strong>g on women rights is also an ongo<strong>in</strong>g activity <strong>in</strong>women’s organisations.2.4. Victim assistanceOffice for Refugees signed a Memorandum of Understand<strong>in</strong>g <strong>in</strong> 2001 with IOM,OSCE, UNHCR and ICMC, concern<strong>in</strong>g screen<strong>in</strong>g of trafficked women, and illegalmigrants, asylum seekers and refugees. This agreement is one of the mostimportant developments for the identification and referral of trafficked persons,s<strong>in</strong>ce it obliges the police to <strong>in</strong>form UNHCR about all female illegal foreignmigrants and provides the means for an <strong>in</strong>itial assessment of deta<strong>in</strong>edpersons, and, if necessary, <strong>in</strong>tervention by the appropriate organisation.The government is also provid<strong>in</strong>g support and security for the ICMC/IOM shelterfor foreign nationals, and the transit centre for both Albanian and foreignnationals run by Women’s Hearth <strong>in</strong> Vlora.UNHCR is provid<strong>in</strong>g screen<strong>in</strong>g and referrals to the ICMC shelter for foreigntrafficked women.IOM is provid<strong>in</strong>g support for those stay<strong>in</strong>g at the ICMC-managed shelter forforeign trafficked women. This <strong>in</strong>cludes medical support – exam<strong>in</strong>ation, test<strong>in</strong>gand treatment - counsell<strong>in</strong>g, document process<strong>in</strong>g, travel arrangementsand f<strong>in</strong>ancial support.IOM is also plann<strong>in</strong>g a re<strong>in</strong>tegration programme for Albanian women who havebeen trafficked abroad. The programme <strong>in</strong>cludes six months of capacity build<strong>in</strong>gfor local NGOs, and the creation of a Re<strong>in</strong>tegration Support Network, whichwill <strong>in</strong>clude governmental and non-governmental <strong>in</strong>stitutions with capacity toprovide direct assistance to the women, and will run a shelter.OSCE, through its field stations, is monitor<strong>in</strong>g and evaluat<strong>in</strong>g the process ofreferral and support to trafficked persons from local police stations to the shelter<strong>in</strong> Tirana.The International NGO International Catholic Migration Committee (ICMC) ismanag<strong>in</strong>g a shelter for foreign victims of traffick<strong>in</strong>g, who are be<strong>in</strong>g assistedby IOM to return home.
