<strong>Traffick<strong>in</strong>g</strong> <strong>in</strong> <strong>Human</strong> Be<strong>in</strong>gs<strong>in</strong> <strong>Southeastern</strong> <strong>Europe</strong>Romaniation and Research, Labour and Social Solidarity, the Prosecutor’s Office, aswell as <strong>in</strong>ternational and local non-governmental organisations.The Committee has met twice a month s<strong>in</strong>ce July 2001, to draft the NationalPlan of Action (NPA). The first draft of the NPA was prepared by the M<strong>in</strong>istryof Foreign Affairs <strong>in</strong> co-operation with the M<strong>in</strong>istry of the Interior, M<strong>in</strong>istry ofJustice, the SECI Centre and the FBI advisor at the SECI Centre. It is compatiblewith the regional Plan of Action of the Stability Pact Task Force on <strong>Traffick<strong>in</strong>g</strong>.The NPA is focused, primarily, on law enforcement and legal reform, and<strong>in</strong>cludes the activities and co-operation of all relevant governmental and nongovernmental<strong>in</strong>stitutions <strong>in</strong> all areas of action (research, prevention, rais<strong>in</strong>gof awareness, assistance, legal reform and law enforcement). The draft of theNPA was shared for consultation with the <strong>in</strong>ternational agencies and NGOs andsent to all relevant m<strong>in</strong>istries for comments. The government approved theNPA <strong>in</strong> August 2001.The Inter-Agency Work<strong>in</strong>g Group on traffick<strong>in</strong>g <strong>in</strong> human be<strong>in</strong>gs, as a support<strong>in</strong>gbody for the National Task Force and one of the agencies implement<strong>in</strong>g theNPA, was also established to work on the legislation, law enforcement proceduresand victim assistance issues. The Work<strong>in</strong>g Group <strong>in</strong>cludes government,<strong>in</strong>ternational organisations and donors, <strong>in</strong>clud<strong>in</strong>g IOM, CoE, UNHCR, UNDP,SECI and USAID. FBI and the US Embassy also provide support for the group.In March 2001, a group of seven local NGOs prepared an Alternative NPA on<strong>Traffick<strong>in</strong>g</strong>. The document was produced as a discussion and position paperbut it did not reach the phase when it could be distributed and broadly discussed.In October 2001, a Round Table on traffick<strong>in</strong>g <strong>in</strong> human be<strong>in</strong>gs was heldbetween government representatives and NGOs to foster co-operationbetween the government, <strong>in</strong>ternational organisations and NGOs <strong>in</strong> the implementationof the NPA.2.2. Roles of government, <strong>in</strong>ternational organisations andNGOsThe Romanian government has identified traffick<strong>in</strong>g as one of the priorities <strong>in</strong>its efforts to fight organised crime. 59 The Romanian M<strong>in</strong>istry of Foreign Affairsvoiced its “surprise” at the U.S. State Department report on the situation offight<strong>in</strong>g human traffick<strong>in</strong>g. 60 This report, released <strong>in</strong> July 2001, placed Romaniaamong the countries <strong>in</strong> “Tier 3” – the group of countries which do not meetthe m<strong>in</strong>imum standards for fight<strong>in</strong>g traffick<strong>in</strong>g <strong>in</strong> human be<strong>in</strong>gs. As the Romaniangovernment has taken many actions aga<strong>in</strong>st traffick<strong>in</strong>g, some with thesupport of American experts, the report was a very big disappo<strong>in</strong>tment.In October 2000 the ODIHR together with the M<strong>in</strong>istry of Justice organised around table on traffick<strong>in</strong>g <strong>in</strong> human be<strong>in</strong>gs. In 2001, the government undertookmany new <strong>in</strong>itiatives <strong>in</strong> the fields of prevention, prosecution and protectionof trafficked persons. The sign<strong>in</strong>g by Romania of the Palermo Conventionand its Protocols resulted <strong>in</strong> the <strong>in</strong>itiation of changes <strong>in</strong> legislation <strong>in</strong> compliancewith <strong>in</strong>ternational standards. The Stability Pact has provided a regionaland <strong>in</strong>stitutional framework with<strong>in</strong> which the response to traffick<strong>in</strong>g becomes4259.“Romania’s Government considers that fight<strong>in</strong>g the human traffick<strong>in</strong>g networks is a priority<strong>in</strong> its actions devoted to the fight aga<strong>in</strong>st organised crime and it shows full responsibilities<strong>in</strong> fulfill<strong>in</strong>g its <strong>in</strong>ternational duties <strong>in</strong> the field”.
