<strong>Traffick<strong>in</strong>g</strong> <strong>in</strong> <strong>Human</strong> Be<strong>in</strong>gs<strong>in</strong> <strong>Southeastern</strong> <strong>Europe</strong>Introductionand OverviewIn conclusion, while poor economic conditions and the uncerta<strong>in</strong> social andpolitical situation of the countries <strong>in</strong> transition are the ma<strong>in</strong> factors persuad<strong>in</strong>gmigrants to seek a better life abroad, restrictive migration regimes comb<strong>in</strong>edwith discrim<strong>in</strong>ation aga<strong>in</strong>st women, lack of even basic economic resources andlack of <strong>in</strong>formation about and exposure to the West, are additional factorsmak<strong>in</strong>g women and girls vulnerable to traffick<strong>in</strong>g.7. Prostitution and traffick<strong>in</strong>g<strong>Traffick<strong>in</strong>g</strong> of women and girls for the sex <strong>in</strong>dustry is a significant part of traffick<strong>in</strong>g<strong>in</strong> human be<strong>in</strong>gs. In the Balkans, due to the difficult economic situationand lack of employment, the sex <strong>in</strong>dustry is the only known area of work forwomen and adolescent girls trafficked from other countries.Women who work <strong>in</strong> the sex <strong>in</strong>dustry <strong>in</strong> their home country are much morevulnerable to be<strong>in</strong>g trafficked. Some of the women work<strong>in</strong>g as prostitutesdecide voluntarily to migrate and work abroad but the majority are trafficked.The prostitution markets <strong>in</strong> Bulgaria, Moldova and Romania have a similar pattern;local prostitution is controlled almost entirely by pimps and is based ona system of <strong>in</strong>ternal traffick<strong>in</strong>g. Prostitution is located <strong>in</strong> big cities, <strong>in</strong> coastalresorts dur<strong>in</strong>g the summer, and <strong>in</strong> border areas. Women work<strong>in</strong>g <strong>in</strong> the sex<strong>in</strong>dustry <strong>in</strong> these areas come from the poorest parts of their countries. Theywork for pimps, are moved from place to place, sold to other pimps or kidnappedby them. In the process, some are trafficked abroad.The grow<strong>in</strong>g market for prostitution is one of the side effects of the progressionfrom conflict to post-conflict and transition <strong>in</strong> all SEE countries. The <strong>in</strong>ternationalmarket for sex services as well as local demand has expanded,particularly <strong>in</strong> countries where there is a large <strong>in</strong>ternational presence. Womenfrom the poorer countries <strong>in</strong> the region provide a constant supply of cheaplabour. There is a well-organised traffick<strong>in</strong>g system, operated by organisedcrim<strong>in</strong>al groups, aided and abetted by corrupt local authorities and a lack oflegal provision aga<strong>in</strong>st traffick<strong>in</strong>g (or difficulties with the implementation ofthe exist<strong>in</strong>g regulations) <strong>in</strong> most of the countries. Poorly function<strong>in</strong>g legal andlaw enforcement systems make traffick<strong>in</strong>g less risky for perpetrators <strong>in</strong> SEEthan <strong>in</strong> the EU countries, even if not as profitable. This low risk and high profitare comb<strong>in</strong>ed with a large demand for sexual services, created <strong>in</strong> part by the<strong>in</strong>ternational community based <strong>in</strong> the Balkans.Due to political and military <strong>in</strong>stability, the presence of the <strong>in</strong>ternational community,<strong>in</strong>clud<strong>in</strong>g the peace keep<strong>in</strong>g forces, the deficient legislation and corruptionat local authority level, the countries of the former Yugoslavia havebecome a very attractive dest<strong>in</strong>ation for traffick<strong>in</strong>g women and girls <strong>in</strong>to thesex <strong>in</strong>dustry. The major countries of dest<strong>in</strong>ation <strong>in</strong> SEE are BiH, FRY (particularlythe UN adm<strong>in</strong>istered Prov<strong>in</strong>ce of Kosovo) and FYR Macedonia. It is <strong>in</strong>terest<strong>in</strong>gto note that Croatia, <strong>in</strong> which the economic situation is relatively betterand where there is no large <strong>in</strong>ternational presence, does not appear to be amajor country of orig<strong>in</strong> or dest<strong>in</strong>ation for trafficked women and children.8S<strong>in</strong>ce prostitution is illegal <strong>in</strong> SEE, except <strong>in</strong> Bulgaria and FYR Macedonia, thethreat of be<strong>in</strong>g exposed as a prostitute, i.e. be<strong>in</strong>g <strong>in</strong>volved <strong>in</strong> an illegal activity,<strong>in</strong> the country of dest<strong>in</strong>ation, next to the fear of violence and debt and be<strong>in</strong>g<strong>in</strong> the country illegally, are the most effective means of control used by thetraffickers. These are also the major reasons why women do not try to contactthe authorities. Corruption of the local police and other authorities and theirl<strong>in</strong>ks with the traffickers is another reason. There is anecdotal <strong>in</strong>formationabout women who after a raid on a sex club <strong>in</strong> Sarajevo and an arrest, werehanded back to the traffickers by the police, before IOM was <strong>in</strong>formed about
