<strong>Traffick<strong>in</strong>g</strong> <strong>in</strong> <strong>Human</strong> Be<strong>in</strong>gs<strong>in</strong> <strong>Southeastern</strong> <strong>Europe</strong><strong>in</strong>gs. Recently women’s NGOs have also become more active <strong>in</strong> the areas ofvictim protection, work with high-risk groups (sex workers) and advocacy.Albania2.3. Prevention and rais<strong>in</strong>g awarenessTo date, there has been no direct action taken by the government <strong>in</strong> the areaof prevention and rais<strong>in</strong>g awareness. The government has, however, providedsupport for the campaigns run by the NGOs aimed at prevent<strong>in</strong>g traffick<strong>in</strong>g ofwomen and children (especially the State Committee for Equal Opportunities).IOM is plann<strong>in</strong>g an 18-month long campaign to provide <strong>in</strong>formation and raiseawareness aimed at potential victims of traffick<strong>in</strong>g, the Albanian authorities,NGOs and the general public, to beg<strong>in</strong> <strong>in</strong> 2002. The campaign will <strong>in</strong>clude datacollection, a nation-wide survey target<strong>in</strong>g potential women migrants, focusgroups and <strong>in</strong>formal <strong>in</strong>terviews and discussion. 156The <strong>in</strong>formation campaign will <strong>in</strong>clude the follow<strong>in</strong>g dissem<strong>in</strong>ation mechanisms:• Tra<strong>in</strong><strong>in</strong>g and grassroots network<strong>in</strong>g, as part of the capacity build<strong>in</strong>gfor <strong>in</strong>stitutions deal<strong>in</strong>g with traffick<strong>in</strong>g;• Sem<strong>in</strong>ars and workshops with government officials;• “Basic facts” brochure, poster campaign, radio j<strong>in</strong>gles and TV spots,TV documentaries, press releases and conferences, sem<strong>in</strong>ars for journalistsand support for a <strong>Traffick<strong>in</strong>g</strong> Hotl<strong>in</strong>e.In co-operation with the University of London, IOM also organised a Tra<strong>in</strong><strong>in</strong>g ofTra<strong>in</strong>ers course on traffick<strong>in</strong>g for the government officials and NGOs <strong>in</strong> 2001.OSCE is the co-ord<strong>in</strong>at<strong>in</strong>g body for <strong>in</strong>ternational anti-traffick<strong>in</strong>g efforts. Inaddition to hold<strong>in</strong>g regular meet<strong>in</strong>gs, either ad hoc or more formally constitutedFriends of Albania 157 meet<strong>in</strong>gs, OSCE produces a weekly newsletter.OSCE has supported the Women’s Rights and Anti-<strong>Traffick<strong>in</strong>g</strong> EducationProject (WRATE), which began <strong>in</strong> November 2000 with the goal of rais<strong>in</strong>gawareness <strong>in</strong> Albania to women’s rights under <strong>in</strong>ternational human rights conventionsand domestic law, and to illustrate how traffick<strong>in</strong>g is an abuse ofthose rights. The project <strong>in</strong>cluded Tra<strong>in</strong><strong>in</strong>g for Tra<strong>in</strong>ers <strong>in</strong> women’s humanrights and develop<strong>in</strong>g a curriculum <strong>in</strong> tra<strong>in</strong><strong>in</strong>g <strong>in</strong> human rights and traffick<strong>in</strong>g.Sixteen OSCE-tra<strong>in</strong>ed Albanians conducted 49 sem<strong>in</strong>ars for more than 700people <strong>in</strong> the last six months of 2001. 158UNICEF has been support<strong>in</strong>g the NGOs Terre des Hommes and NPF to do outreachwork with children at high risk of be<strong>in</strong>g trafficked and their families.In October 2001 UNICEF started a new project on Rapid Assessment andResponse to HIV/AIDS. In Albania one of the target groups are sex workersand returned victims of traffick<strong>in</strong>g.The <strong>in</strong>ternational NGO Terre des Hommes (TdH) and the local NGO Help forChildren (NPF) are jo<strong>in</strong>tly implement<strong>in</strong>g a prevention project for children andtheir families, <strong>in</strong>clud<strong>in</strong>g:• Tra<strong>in</strong><strong>in</strong>g for teachers <strong>in</strong> anti-traffick<strong>in</strong>g prevention work;• Debates and meet<strong>in</strong>gs <strong>in</strong> schools;156.Project for the prevention of traffick<strong>in</strong>g <strong>in</strong> women though awareness rais<strong>in</strong>g and<strong>in</strong>stitutional capacity build<strong>in</strong>g, IOM, Tirana 2001.157.Friends of Albania is the co-ord<strong>in</strong>at<strong>in</strong>g body for all bilateral missions and <strong>in</strong>ternational,governmental and non-governmental organisations <strong>in</strong>volved <strong>in</strong> provid<strong>in</strong>g assistance toAlbania.
