<strong>Traffick<strong>in</strong>g</strong> <strong>in</strong> <strong>Human</strong> Be<strong>in</strong>gs<strong>in</strong> <strong>Southeastern</strong> <strong>Europe</strong>Bosnia andHerzegov<strong>in</strong>a2.3. Prevention and rais<strong>in</strong>g awarenessRais<strong>in</strong>g awareness and education are <strong>in</strong>cluded <strong>in</strong>to the NPA, but the governmental<strong>in</strong>stitutions have not yet produced any concrete actions. The M<strong>in</strong>istriesof the Interior of both entities acknowledge that there is a problem with thetraffick<strong>in</strong>g of women and children and are also will<strong>in</strong>g to co-operate with the<strong>in</strong>ternational organisations on prevention issues.With<strong>in</strong> the framework of the NPA, the government is go<strong>in</strong>g to address the follow<strong>in</strong>g:• National assessment of policies and legislation which address traffick<strong>in</strong>g;• Prevention campaigns <strong>in</strong> schools;• HIV/AIDS prevention.The M<strong>in</strong>istry of <strong>Human</strong> Rights and Refugees, <strong>in</strong> collaboration with UNHCHRand NGOs, has drafted a Gender Equality Law, which is pend<strong>in</strong>g parliamentaryapproval at the beg<strong>in</strong>n<strong>in</strong>g of 2002.UNMIBH has established codes of conduct for <strong>in</strong>ternational workers andpeacekeepers, which specifically mention traffick<strong>in</strong>g. UN personnel are forbiddento visit places where prostitution might be tak<strong>in</strong>g place.UNMIBH also collects <strong>in</strong>formation about all known cases of traffick<strong>in</strong>g, as wellas about the IPTF and STOP Teams actions, and is establish<strong>in</strong>g a database.Copies of the IOM questionnaires, <strong>in</strong> possession of IPTF and filled <strong>in</strong> by traffickedwomen tak<strong>in</strong>g part <strong>in</strong> the IOM project, are part of the database. The<strong>in</strong>formation is shared with the SECI Centre <strong>in</strong> Bucharest.UNHCHR’s pr<strong>in</strong>ciple role is to advise on the human rights dimensions of theproblem and to propose appropriate responses on the part of others. UNHCHRis <strong>in</strong>volved <strong>in</strong> a system-wide effort to provide assistance and protection to traffickedwomen and to strengthen the law enforcement response to the grow<strong>in</strong>gproblem of traffick<strong>in</strong>g <strong>in</strong> the region. In BiH, UNHCHR is <strong>in</strong>volved <strong>in</strong> advocacyand expert advice to government, <strong>in</strong>ternational organisations and NGOs andwas <strong>in</strong>strumental <strong>in</strong> the preparation of the NPA to combat traffick<strong>in</strong>g. UNHCHRadvocates for implement<strong>in</strong>g <strong>in</strong>ternational standards <strong>in</strong>to domestic legislationthrough collaboration and facilitation, and has also been active <strong>in</strong> promot<strong>in</strong>g ahuman rights response to the grow<strong>in</strong>g problem of traffick<strong>in</strong>g <strong>in</strong> and from BiH.UNICEF has undertaken situation assessment and the mapp<strong>in</strong>g out ofresponses to traffick<strong>in</strong>g <strong>in</strong> BiH as part of a sub-regional project. In collaborationwith the local NGO Medica Zenica, UNICEF is support<strong>in</strong>g local capacitybuild<strong>in</strong>g and tra<strong>in</strong><strong>in</strong>g of government authorities at the municipal level toaddress gender-based violence, <strong>in</strong>clud<strong>in</strong>g traffick<strong>in</strong>g. With<strong>in</strong> the regionalframework, UNICEF has taken the lead <strong>in</strong> HIV/AIDS prevention and <strong>in</strong> collaborationwith partners has undertaken a Rapid Assessment and Response (RAR)on HIV/AIDS and STIs risk and vulnerability <strong>in</strong> BiH. This will provide the <strong>in</strong>formationfrom which will be developed concrete targeted activities with especiallyvulnerable young people, <strong>in</strong>clud<strong>in</strong>g sex workers and trafficked womenand girls.70With<strong>in</strong> the framework of the NPA to combat traffick<strong>in</strong>g, UNICEF’s plannedactivities for the next three years <strong>in</strong>clude:• Research and assessment of the extent and nature of child traffick<strong>in</strong>g,<strong>in</strong>clud<strong>in</strong>g <strong>in</strong>ternal traffick<strong>in</strong>g and child sexual exploitation with<strong>in</strong> BiH,to <strong>in</strong>clude mapp<strong>in</strong>g out and assess<strong>in</strong>g services available for traffickedchildren, and cases of sexual abuse;
