<strong>Traffick<strong>in</strong>g</strong> <strong>in</strong> <strong>Human</strong> Be<strong>in</strong>gs<strong>in</strong> <strong>Southeastern</strong> <strong>Europe</strong>The U.S. Department of Justice and the M<strong>in</strong>istry of Justice are co-host<strong>in</strong>g aformal legislation draft<strong>in</strong>g work<strong>in</strong>g group compris<strong>in</strong>g representatives from them<strong>in</strong>istries of Justice, the Interior, Foreign Affairs and Labour, members of thejudiciary and prosecution services, and NGOs. A draft law follow<strong>in</strong>g therequirements of the UN Protocol is <strong>in</strong> progress. The target date for a f<strong>in</strong>al firstdraft is the end of March 2002.BulgariaThe U.S. Department of Justice will fund and co-ord<strong>in</strong>ate a public discussionon the draft law once it is f<strong>in</strong>alised, and <strong>in</strong> collaboration with the M<strong>in</strong>istry ofJustice or with other government bodies and NGOs, will also fund and organisetra<strong>in</strong><strong>in</strong>g for the professionals who will be required to implement the law.The local NGO Animus/La Strada has provided tra<strong>in</strong><strong>in</strong>g for local and foreignNGOs, law enforcement agencies and social workers at 28 educational tra<strong>in</strong><strong>in</strong>gsem<strong>in</strong>ars <strong>in</strong>volv<strong>in</strong>g approximately 500 participants. In addition, Animus/LaStrada is lobby<strong>in</strong>g the government and runn<strong>in</strong>g a media campaign to <strong>in</strong>troduceanti-traffick<strong>in</strong>g legislation.The Bulgarian Gender Research Foundation has published an issue of its legalmagaz<strong>in</strong>e focused on the issue of traffick<strong>in</strong>g. Other planned activities <strong>in</strong>cludecounsell<strong>in</strong>g and legal aid for trafficked persons, prepar<strong>in</strong>g lawyers to work withcases of traffick<strong>in</strong>g, offer<strong>in</strong>g legal services to shelters and human rights protectionfor victims. The Foundation is also review<strong>in</strong>g legislation and legal <strong>in</strong>itiatives<strong>in</strong> Bulgaria for compliance with the UN Convention Aga<strong>in</strong>st TransnationalOrganised Crime and its Protocols, as well as with <strong>Europe</strong>an law.Organisation of Police Women <strong>in</strong> Bulgaria has organised tra<strong>in</strong><strong>in</strong>g <strong>in</strong> DolnaBania for the police on the issue of miss<strong>in</strong>g and kidnapped people. This organisationalso conducts tra<strong>in</strong><strong>in</strong>g on child abuse for the police, social workers andNGOs, and supports NGOs by provid<strong>in</strong>g contacts with<strong>in</strong> the police and trac<strong>in</strong>gmiss<strong>in</strong>g persons.The Bulgarian Hels<strong>in</strong>ki Committee is implement<strong>in</strong>g an <strong>in</strong>formation project formigrants com<strong>in</strong>g to Bulgaria, asylum seekers and Bulgarians leav<strong>in</strong>g thecountry. Materials will <strong>in</strong>clude <strong>in</strong>formation on traffick<strong>in</strong>g and organisationsprovid<strong>in</strong>g help and <strong>in</strong>formation.61
