The IntelCities Community <strong>of</strong> <strong>Practice</strong><br />

an e-<strong>Learning</strong> plat<strong>for</strong>m, KMS and digital library<br />

with the embedded intelligence cities need to<br />

deliver semantically interoperable eGov services<br />

and meet this requirement as a standard measure<br />

<strong>of</strong> the socially-inclusive and participatory urban<br />

regeneration programmes the IntelCities CoP has<br />

a particular interest in.<br />

INTEGRATION INTO THE ECITY<br />

PLATFORM<br />

Figure 4 illustrates how the IntelCities CoP proposes<br />

the integration <strong>of</strong> the e-<strong>Learning</strong> plat<strong>for</strong>m,<br />

KMS and digital library should take place and<br />

shows the workflow supporting this. This shows<br />

the workflow as having its basis in the digital<br />

library and KMS <strong>of</strong> the e-<strong>Learning</strong> plat<strong>for</strong>m. It<br />

also shows the workflow between the courses<br />

held on the said plat<strong>for</strong>m and KMS. Here the<br />

system’s DM is shown to semantically annotate<br />

the learning materials, skill packages and train-<br />

ing manuals supporting the courses held on the<br />

plat<strong>for</strong>m and mark them up in line with the index<br />

and classification <strong>of</strong> the eGov services ontology<br />

evolving to manage the knowledge drawn from<br />

the digital library.<br />

These back-<strong>of</strong>fice functions in turn lead to<br />

the creation <strong>of</strong> the citizen engagement matrix,<br />

designed as a semantically-rich grid, allowing<br />

communities to be inclusive and actively participate<br />

(via consultative and deliberative operations)<br />

in the development <strong>of</strong> the middleware as applications<br />

which this plat<strong>for</strong>m <strong>of</strong> eGov services delivers<br />

to the front-end. These developments provide<br />

the knowledge management toolkit. This term is<br />

preferred to “e-<strong>Learning</strong> plat<strong>for</strong>m” because this<br />

best captures the contribution the tools: the electronic<br />

repository, document manager, semantic<br />

annotation and mark-up system, make to the type<br />

<strong>of</strong> knowledge management and digital library<br />

services currently found on city portals.<br />
