<strong>705</strong><strong>Advanced</strong> <strong>Preparation</strong>: Merged Palletization of Bundled Flats Using the 5% Threshold<strong>705</strong>.12.212.2 St<strong>and</strong>ard Mail12.2.1 Basic St<strong>and</strong>ardsFive-digit scheme bundles (under L007) <strong>and</strong> 3-digit scheme bundles (under L008)must be prepared. Five-digit scheme bundles may not be copalletized on anymerged pallets. Five-digit bundles from an automation rate mailing <strong>and</strong> 5-digitbundles from a Presorted rate mailing (including pieces cobundled under 11.0) maybe placed on the same pallet as carrier route bundles under the followingconditions:a. A carrier route mailing must be part of the mailing job.b. The pieces in the carrier route rate mailing, the automation rate mailing, <strong>and</strong> thePresorted rate mailing must be part of the same mailing job <strong>and</strong> all threemailings must be reported on the same postage statement.c. Pieces in the automation rate mailing must meet the criteria for a flat under301.3.0. Pieces in the Presorted rate mailing <strong>and</strong> the carrier route mailing mustmeet the criteria for a flat under 301.1.1.d. Automation rate 5-digit bundles, Presorted rate 5-digit bundles, <strong>and</strong> cobundled5-digit bundles may be copalletized with carrier route bundles only when thepieces in the 5-digit bundles do not exceed the 5% limit described in 12.2.3.Pallets of mail sorted in this manner are called “merged 5-digit” pallets. Palletsof mail sorted in this manner for which scheme sortation is also performed arecalled “merged 5-digit scheme” pallets. Since 5-digit scheme bundles cannotbe placed on merged pallets, pieces in 5-digit scheme bundles do not count as5-digit sorted pieces for purposes of determining the 5% limit.e. If sortation under this section is performed, merged 5-digit scheme pallets mustbe prepared whenever there is enough volume of carrier route <strong>and</strong> 5-digitbundles under 8.0 <strong>and</strong> 12.2.3 to prepare such pallets.f. The carrier route mailing must meet the eligibility criteria in 343.6.0, theautomation rate mailing must meet the eligibility criteria in 343.7.0, <strong>and</strong> thePresorted rate mailing must meet the eligibility criteria in 343.5.0.g. The rates are based on the level of bundle that the pieces are contained inunder 343.5.0 <strong>and</strong> 343.7.0.h. The bundles from each separate mailing must be sorted together on pallets(copalletized) using presort software that is PAVE-certified.i. The pieces in each separate mailing must bear the applicable markingsrequired under 345.5.0, <strong>Preparation</strong> for Presorted Flats, 345.6.0, <strong>Preparation</strong>for Enhanced Carrier Route Flats, or 345.7.0, <strong>Preparation</strong> forAutomation Rate Flats, <strong>and</strong> under 302, Elements on the Face of a Mailpiece.j. A <strong>com</strong>plete, signed postage statement, using the correct <strong>USPS</strong> form or anapproved facsimile, must ac<strong>com</strong>pany each mailing job prepared under theseprocedures.k. In addition to the postage statement(s), documentation prepared byPAVE-certified software must be submitted with each copalletized mailing jobthat describes for each pallet sortation level <strong>and</strong> pallet the number of piecesDomestic Mail Manual Updated 3-15-07
