<strong>Advanced</strong> <strong>Preparation</strong>: <strong>Preparation</strong> for Pallets<strong>705</strong><strong>705</strong>.8.16.28.15 SacksAll sacks remaining after all pallets are prepared may be presented with thepalletized mailing (on the same postage statement) if the sacks are set apart fromthe palletized portion of the mailing.8.16 Copalletized Flat-size Pieces—Periodicals or St<strong>and</strong>ard Mail8.16.1 Basic St<strong>and</strong>ardsCopalletized flat-size mailings must meet the applicable st<strong>and</strong>ards in 8.0. Inaddition, if copalletized under 10.0, 12.0, or 13.0, the provisions of one of thosepreparation options must also be met. Any <strong>com</strong>bination of automation rate mailings<strong>and</strong> nonautomation rate mailings is subject to the restrictions in 8.14. Bundles in acopalletized mailing qualify for the appropriate presort level rate, regardless of thepallet level on which they are placed.8.16.2 PeriodicalsAdditional st<strong>and</strong>ards are as follows:a. Periodicals eligible for preferred rates (In-County, Nonprofit, Classroom, <strong>and</strong>Science-of-Agriculture) may be <strong>com</strong>bined with Periodicals eligible forOutside-County rates.b. All pallets in a copalletized mailing are identified on the content line (Line 2) ofthe label with only “NEWS” (see 8.6) or “PER” as the class designation underthese conditions:1. If at least 51% of the total number of copies in the copalletized mailing canqualify for “NEWS” treatment, then all pallets in such a mailing are labeled“NEWS,” unless the mailer chooses to use “PER.”2. If less than 51% of the total number of copies in a copalletized mailing canqualify for “NEWS” treatment, then all pallets in such a mailing are labeled“PER.”c. Documentation meeting the basic st<strong>and</strong>ard in 708.1.0 must be provided witheach mailing. Before copalletizing, the mailer must obtain the written approval ofthe Business Mailer Support manager. Approval is based on the mailer’sdemonstrated ability to provide documentation meeting these st<strong>and</strong>ards:1. Documentation by bundle <strong>and</strong> by publication <strong>and</strong> edition showing thenumber of addressed pieces <strong>and</strong> copies in each bundle <strong>and</strong> the per piecepresort rate claimed, or a listing by pallet showing (by presort level <strong>and</strong>destination) the number of copies <strong>and</strong> pieces for each publication <strong>and</strong>edition. For large volume mailing jobs reported on a single listing, themailer may provide the abbreviated documentation in 708.b.2. Documentation showing the number of copies <strong>and</strong> pieces claimed at theSCF rate.3. Documentation showing that bundles are sorted to the appropriate finestpallet level in the mailing.4. Documentation showing that 5-digit, 3-digit, SCF, <strong>and</strong> ADC pallets areprepared when the applicable minimum volume is developed in thecopalletized mailing for these destinations.Domestic Mail Manual Updated 3-15-07
