Reallocate bundles from the highest (least fine) pallet level possible. If it is notpossible to reallocate some mail from a 3-digit pallet first, then attempt toeliminate a 3-digit pallet <strong>and</strong> reallocate all mail from that pallet to create an SCFpallet; if mail cannot be reallocated from a 3-digit pallet, then attempt toreallocate some mail from any 5-digit level pallet.c. The reallocation process may result in the elimination of a 3-digit pallet to createan SCF pallet, but a 5-digit level pallet may not be eliminated to create an SCFpallet.d. When reallocating mail to create an SCF pallet, reallocate mail from only onemore finely sorted pallet. This may be ac<strong>com</strong>plished by reallocating a portion ofa 3-digit pallet, reallocating all mail from a 3-digit pallet, or reallocating a portionof one of the following pallets: 5-digit, 5-digit carrier routes, merged 5-digit,5-digit scheme, 5-digit scheme carrier routes, or merged 5-digit scheme.e. Mailers may use any minimum pallet weight(s) permitted by st<strong>and</strong>ards <strong>and</strong> mayuse different minimum weights for different pallet levels in conjunction withbundle reallocation.8.11.3 Reallocation of Bundles If Optional 3-Digit Pallets Are PreparedReallocation rules are as follows:a. Attempt to identify a 3-digit pallet of adequate weight that can supportreallocation of one or more bundles to bring the mail that has fallen through theSCF level back to the SCF level without eliminating the pallet. A sufficientvolume of mail must remain on the 3-digit pallet after reallocation to meet the3-digit pallet weight minimum established by the mailer in <strong>com</strong>pliance withapplicable st<strong>and</strong>ards. If a 3-digit pallet of adequate weight is available, createan SCF pallet by <strong>com</strong>bining the reallocated mail from the 3-digit pallet with themail that would fall beyond the SCF pallet level.b. If no single 3-digit pallet within the SCF service area contains an adequatevolume of mail to allow reallocation of a portion of the mail on a pallet asdescribed in the previous step, then eliminate one 3-digit pallet <strong>and</strong> reallocateall of the mail to create an SCF pallet by <strong>com</strong>bining it with the mail that wouldfall beyond the SCF pallet level. As a result, the software will not prepare one3-digit pallet for the SCF service area if it is detrimental to the SCF pallet.c. If preparation is under 8.0 <strong>and</strong> there are no 3-digit pallets, attempt to identify a5-digit level pallet of adequate weight to support reallocation of one or morebundles to bring the mail that would fall beyond the SCF pallet level back to theSCF level. If preparation is under 10.0, 12.0, or 13.0 <strong>and</strong> there are no 3-digitpallets, attempt to identify a 5-digit level pallet of adequate weight to supportreallocation of one or more bundles to bring the mail that would fall beyond theSCF pallet level back to the SCF level. A sufficient volume of mail must remainon the applicable pallet after reallocation to meet the pallet weight minimumestablished by the mailer in <strong>com</strong>pliance with applicable st<strong>and</strong>ards. If a 5-digitlevel pallet of adequate weight is available, create an SCF pallet by <strong>com</strong>biningthe reallocated bundles with the mail that would fall beyond the SCF pallet level.Domestic Mail Manual Updated 3-15-07
