<strong>705</strong><strong>Advanced</strong> <strong>Preparation</strong>: Manifest Mailing System<strong>705</strong>.2.9.82.9.8 Verification <strong>and</strong> <strong>Postage</strong> Adjustments<strong>USPS</strong> r<strong>and</strong>omly samples parcels <strong>and</strong> considers verification samples to berepresentative of the entire mailing period. Verification data is used to make thefollowing monthly adjustments for postage due, collected on the 21st day after thelast day of the month of mailing:a. <strong>Postage</strong> Adjustment Factor (PAF) Payment. <strong>USPS</strong> applies postage adjustmentcalculations, based on verification samples, to all mailpieces mailed during themailing period. A mailing period is defined as a calendar month for purposes ofcalculating adjustments in eVS. <strong>USPS</strong> adjusts the total postage for the mailingperiod if the total postage of the pieces sampled during the mailing periodresults in an underpayment greater than 1.5%. The mailer must pay postage forany underpayments identified by <strong>USPS</strong> verification. The mailer must maintainsufficient funds in the mailer's postage account to cover any underpaymentsdiscovered after acceptance of the mail.b. Un-manifested <strong>and</strong> Mis-shipped Parcel Payment. The mailer is responsible forpostage payment of un-manifested parcels <strong>and</strong> mis-shipped parcels.Un-manifested parcels are those parcels for which the Postal Service hasobtained information from scanning operations but has not received orsuccessfully processed manifest files <strong>and</strong> records corresponding to the parcels.Mis-shipped parcels are destination entry rate parcels delivered to the incorrectPostal Service facility by the mailer <strong>and</strong> transported by the Postal Service to thecorrect facility. The mailer must pay postage for un-manifested <strong>and</strong>mis-shipped parcels identified by <strong>USPS</strong> verification. The mailer must maintainsufficient funds in the mailer's postage account to cover postage duediscovered after acceptance of the mail.2.9.9 AuthorizationMailers must be authorized to participate in eVS according to the followingprocedures:a. Mailers must meet the general requirements <strong>and</strong> system requirements for eVS<strong>and</strong> submit an eVS application <strong>and</strong> supporting documentation as specified inPublication 205, Electronic Verification System Technical Guide, to theBusiness Mailer Support manager, <strong>USPS</strong> Headquarters (see 608.8.0 foraddress).b. After mailers successfully <strong>com</strong>plete development <strong>and</strong> testing for eVS, the<strong>USPS</strong> grants temporary approval. <strong>USPS</strong> conducts a review within 90 days ofthe temporary approval <strong>and</strong> grants final approval if the mailer's system isworking as required. The Business Mailer Support manager, <strong>USPS</strong>Headquarters, has final authority for eVS approval.c. After receiving final authorization, the mailer <strong>and</strong> a <strong>USPS</strong> representative mustsign a service agreement. The agreement contains provisions regarding mailer<strong>and</strong> <strong>USPS</strong> responsibilities, including electronic documentation, documentretention, quality control, <strong>and</strong> the duration of the agreement.Domestic Mail Manual Updated 3-15-07
