<strong>705</strong><strong>Advanced</strong> <strong>Preparation</strong>: First-Class or St<strong>and</strong>ard Mail Mailings With Different Payment Methods<strong>705</strong>.5.2.45.2.4 Precanceled Pieces—St<strong>and</strong>ard MailPieces with precanceled stamps in a <strong>com</strong>bined mailing must bear postage in anydenomination of precanceled stamp permitted in an automation rate mailing.Nonprofit postage may appear only on pieces in a Nonprofit rate mailing that areeligible for <strong>and</strong> claimed at a Nonprofit rate. Additional postage due for precanceledstamp pieces in a <strong>com</strong>bined mailing is deducted from the mailer’s postage dueadvance deposit account. Full postage at single-piece First-Class Mail rates mustbe paid on ac<strong>com</strong>panying single-piece rate mail using one of the methods under243.3.0, 243.5.0, or 134.1.0. Additional preparation to verify postage due may berequired by the <strong>USPS</strong>.5.2.5 Permit Imprint Pieces—First-Class Mail <strong>and</strong> St<strong>and</strong>ard MailPieces in a <strong>com</strong>bined mailing may bear the permit imprint of the mailer or themailer’s clients. <strong>Postage</strong> for the permit imprint part of a <strong>com</strong>bined mailing must bepaid by the permit imprint advance deposit account kept for <strong>com</strong>bined mailings.<strong>Postage</strong> is deducted only from this account, regardless of the permit numbers or<strong>com</strong>pany permit imprints on pieces in a <strong>com</strong>bined mailing. Full postage atsingle-piece First-Class rates must be paid on ac<strong>com</strong>panying single-piece rate mailusing one of the methods under 134.1.0 <strong>and</strong>, for St<strong>and</strong>ard Mail, 243.3.0 <strong>and</strong>243.5.0. Additional preparation to verify postage due may be required by the <strong>USPS</strong>.5.3 Producing the Combined Mailing5.3.1 Mailer Quality ControlBefore merging different pieces into a <strong>com</strong>bined presorted mailing, the mailer musthave quality control procedures to ensure that:a. Meter dates are correct.b. Meter impressions are legible.c. Permits <strong>and</strong> licenses are current at office of mailing.d. In First-Class mailings, full postage on 2-ounce <strong>and</strong> 3-ounce metered <strong>and</strong>precanceled stamped pieces is affixed for the ounces in addition to postage forthe first ounce at a rate acceptable for inclusion in the mailing.e. In St<strong>and</strong>ard Mail mailings, full postage is affixed at a rate acceptable forinclusion in the mailing.f. Barcodes meet all applicable st<strong>and</strong>ards.g. Mailings are prepared under the relevant st<strong>and</strong>ards.h. Source mailing information (on client, job, or segment) is entered accurately intothe automated mailing system.i. When markings are applied by an MLOCR, they properly show the applicableidentifier/rate code described in 5.3.2 that specifies the product monthdesignator, MASS/FASTforward system identifier, the method of postagepayment, <strong>and</strong> the rate of postage affixed for metered <strong>and</strong> precanceled stampmail or other postage information for permit imprint mail. These markings mustbe linked by the <strong>com</strong>puter system to the rate entered by the mailer when thepieces are run through the MLOCR.Domestic Mail Manual Updated 3-15-07
