<strong>Advanced</strong> <strong>Preparation</strong>: Metered Mail Drop Shipment<strong>705</strong><strong>705</strong>.18.5.618.5 Option 3: Consolidated Drop Shipment With Endorsement18.5.1 GeneralA mailer presenting a consolidated mailing may apply to collect metered mailbearing postage from meters licensed at different post offices <strong>and</strong> present suchmailings at one post office, subject to the conditions <strong>and</strong> limitations in 18.5. Allconditions for presenting presort mailings must be met as applicable for the class ofmail. All applicable conditions under 604.9.4, Value Added Refunds, <strong>and</strong> 5.0,First-Class Mail or St<strong>and</strong>ard Mail Mailings With Different Payment Methods, mustalso be met.18.5.2 Barcoded <strong>and</strong> Nonbarcoded PortionsThe majority of the mail consolidated for entry under Option 3 must be prepared in asingle mailing (with a single postage statement) in which all pieces, regardless of rateclaimed, have the correct barcode (ZIP+4 for flats, delivery point for letters <strong>and</strong>cards) <strong>and</strong> are physically <strong>com</strong>patible with automated mail processing equipment.The entry post office may reject a mailing if all pieces do not have the correctbarcode. A minor portion of the consolidated mail may be prepared as a second,separate mailing (with its own postage statement) in which the pieces do not bearthe correct barcode (or are not <strong>com</strong>patible with automated processing equipment)but do meet the st<strong>and</strong>ards that apply to the rates claimed.18.5.3 Service ObjectiveWhen a mailpiece is part of a consolidated mailing, the service objective that appliesmust be the same as or better than that which would have applied had the piecebeen entered at the licensing post office. As part of the application, documentationmust be provided by the mailer to show <strong>com</strong>pliance with this st<strong>and</strong>ard to <strong>USPS</strong>satisfaction. (Typical documentation lists the service objective that applies to eachlicensing post office from whose area mail is to be consolidated <strong>and</strong> the st<strong>and</strong>ardthat applies to that mail when it is entered under Option 3.)18.5.4 InformationAn application under Option 3 must be submitted by the mailer (i.e., the party topresent the consolidated mailing to the <strong>USPS</strong>). In addition to the information detailedin 18.2.3, the application must identify the meter licensees whose mail is to beconsolidated <strong>and</strong> the serial numbers of each licensee’s meters.18.5.5 Notice to LicenseesAfter receiving an authorization notice, the mailer must give written notice to eachlicensee whose mail is to be consolidated under the authorization. The mailer’snotice must include a copy of the authorization, a full explanation of preparationrequirements, <strong>and</strong> a reminder that consolidation of their mail can adversely affectservice. The mailer must give copies of each licensee notice to the entry office <strong>and</strong>licensing office postmasters.18.5.6 Additional St<strong>and</strong>ardsMetered mail deposited under Option 3 must be prepared as specified by the <strong>USPS</strong>.This preparation may extend beyond that which is required to qualify for the ratepaid for the mail, <strong>and</strong> may require the mail to be configured <strong>and</strong> its depositscheduled to enhance <strong>USPS</strong> h<strong>and</strong>ling. Failure to meet these st<strong>and</strong>ards can lead torevocation of the authorization.Domestic Mail Manual Updated 3-15-07
