If no single 5-digit level pallet within the SCF service area contains an adequatevolume of mail to allow reallocation of a portion of the mail on a pallet asdescribed in 8.11.3c, then no bundles will be reallocated <strong>and</strong> an SCF pallet willnot be prepared; the mail that falls beyond the SCF pallet level must be placedon the next appropriate pallet (ADC, ASF, or BMC) or in the next appropriatesack.8.11.4 Reallocation of Bundles If Optional 3-Digit Pallets Are Not PreparedReallocation rules are as follows:a. Attempt to identify a 5-digit level pallet of adequate weight to supportreallocation of one or more bundles to bring the mail that would fall beyond theSCF pallet level back to the SCF level. A sufficient volume of mail must remainon the 5-digit level pallet after reallocation to meet the pallet weight minimumestablished by the mailer in <strong>com</strong>pliance with applicable st<strong>and</strong>ards. If a 5-digitlevel pallet of adequate weight is available, create an SCF pallet by <strong>com</strong>biningthe reallocated bundles with the mail that would fall beyond the SCF pallet level.b. If no single 5-digit level pallet within the SCF service area contains an adequatevolume of mail to allow reallocation of a portion of the mail on a pallet asdescribed in 8.11.4a, then no bundles will be reallocated <strong>and</strong> an SCF pallet willnot be prepared; the mail that falls beyond the SCF pallet level must be placedon the next appropriate pallet (ADC, ASF, or BMC) or in the next appropriatesack.8.11.5 DocumentationMailings must be supported by documentation produced by PAVE-certified softwaremeeting the st<strong>and</strong>ards in 708.1.0.8.12 Bundle Reallocation to Protect ADC Pallet for Periodicals Flats <strong>and</strong> IrregularParcels on Pallets8.12.1 Basic St<strong>and</strong>ards[5-11-06] Bundle reallocation to protect the ADC pallet is an optional preparationmethod authorized for mailers using PAVE-certified presort software <strong>and</strong> may beused to create pallets under the st<strong>and</strong>ards in 8.12.2 <strong>and</strong> 8.12.3. Presort softwaredetermines if mail for an ADC service area falls beyond the ADC level if all finer levelpallets are prepared. Reallocation is performed only when there is mail for the ADCservice area that falls beyond the ADC pallet level (e.g., to sacks). Reallocate onlythe minimum number of bundles necessary to create an ADC pallet at the minimumrequired weight.8.12.2 General Rules[5-11-06] Reallocation rules are as follows:a. Bundle preparation is not affected by the reallocation process. Reallocate only<strong>com</strong>plete bundles <strong>and</strong> only the minimum number of bundles necessary tocreate an ADC pallet meeting the minimum pallet weight. Based on the weightof individual pieces within a bundle <strong>and</strong> bundling parameters, the weight of mailthat is reallocated may be slightly more than the minimum volume required tocreate an ADC pallet.Domestic Mail Manual Updated 3-15-07
