<strong>705</strong><strong>Advanced</strong> <strong>Preparation</strong>: <strong>Preparation</strong> for Plant Load Mailings<strong>705</strong>.14.314.3 Plant Load Operations14.3.1 Mixed Mail ClassesA mailer may <strong>com</strong>bine Periodicals, St<strong>and</strong>ard Mail, <strong>and</strong> Package Services in a singlevehicle if the mailings are physically separated, a postage statement is submitted foreach mailing, <strong>and</strong> the service st<strong>and</strong>ards are met for each class of mail <strong>com</strong>bined inthe vehicle or trailer.14.3.2 ComplianceThe mailer must meet all relevant mailing st<strong>and</strong>ards <strong>and</strong> the terms of the plant loadagreement. Destination loads must be prepared under 14.5 through 14.7 <strong>and</strong> asspecified by the postmaster administering the plant load.14.3.3 Reimbursement by MailerUnder the plant load privileges <strong>and</strong> the terms of the plant load agreement, the mailermust reimburse the <strong>USPS</strong> for services it furnished while providing plant load service,including:a. Detention charges when trailers furnished by the <strong>USPS</strong> are held up for someaction or inaction of the mailer.b. Costs for bobtailing, deadheading, or waiting/holding, if such charges areincurred by the <strong>USPS</strong> to provide plant load service for some action or inactionof the mailer.14.4 Expedited Plant Load Shipment14.4.1 DefinitionUnder an expedited plant load shipment authorization, the <strong>USPS</strong> verifies <strong>and</strong>receives postage payment for mailable matter at the mailer’s plant, after which themailer transports the shipment (at the mailer’s expense) to a destination postalfacility.14.4.2 AuthorizationOnly an authorized plant load mailer may prepare <strong>and</strong> transport expedited plantload shipments. Authorization is by written request to the postal official whoauthorized the plant load. The request must state, for each destination to which mailis to be transported, the material to be deposited as an expedited plant loadshipment (e.g., the class, characteristics, <strong>and</strong> quantity), the frequency of mailing,<strong>and</strong> whether the request is for one or for a series of mailings. The mailer must meetall conditions in the authorization, if approved.14.4.3 LiabilityThe mailer assumes all liability <strong>and</strong> responsibility for any loss or damage to theshipment before it is deposited in <strong>and</strong> accepted at a postal facility, whether or not athird party is used to transport the shipment. The <strong>USPS</strong> is not liable or responsiblefor any loss of or damage to an expedited plant load shipment before it is depositedin <strong>and</strong> accepted at a postal facility.14.4.4 <strong>Postage</strong> RefundThe <strong>USPS</strong> does not refund postage for any failure to provide service caused inwhole or in part by any event that occurs before the shipment is deposited in <strong>and</strong>accepted at a postal facility, except under the applicable st<strong>and</strong>ards for refunds.Domestic Mail Manual Updated 3-15-07
