<strong>Advanced</strong> <strong>Preparation</strong>: Plant-Verified Drop Shipment<strong>705</strong><strong>705</strong>.15.2.9h. The mailer must transport all shipments to the post office, unload them forverification. When cleared for dispatch, reload the shipments back onto themailer’s vehicle for transportation to the destination <strong>USPS</strong> facility.15.2.4 PeriodicalsPeriodicals postage must be paid at the post office verifying the copies or asdesignated by the district. Advertising postage is zoned from the destination <strong>USPS</strong>facility where deposited <strong>and</strong> accepted as mail (or from the facility where the ExpressMail or Priority Mail drop shipment destinates). The publisher must ensure thatsufficient funds are on deposit to pay for all shipments before their release. (Apublisher authorized under an alternative postage payment system must paypostage under corresponding st<strong>and</strong>ards.)15.2.5 St<strong>and</strong>ard Mail <strong>and</strong> Package ServicesThe mailer must pay any applicable permit fees, mailing fees, <strong>and</strong> postage forSt<strong>and</strong>ard Mail <strong>and</strong> Package Services PVDS at either the post office serving themailer’s plant or the post office that does BMEU verification as designated by thedistrict. If permit imprints are used to pay postage, the mailer must ensure thatsufficient funds are on deposit to pay for all shipments before their release. ForNonprofit St<strong>and</strong>ard Mail rates, a valid authorization must be on file at the post officewhere postage is paid. No permit, fees, or authorizations are required at thedestination <strong>USPS</strong> facility where PVDS mailings are deposited.15.2.6 <strong>Postage</strong> Statement—PeriodicalsThe mailer must submit a Form 3541 for each edition of each issue of eachpublication prepared for deposit at each destination <strong>USPS</strong> facility when thecorresponding copies are presented to the DMU or the post office BMEU forverification. When required by the <strong>USPS</strong>, the mailer must submit consolidatedpostage statements <strong>and</strong> a postage statement register.15.2.7 <strong>Postage</strong> Statement—St<strong>and</strong>ard MailAt the time mail is presented for verification, the mailer must submit an appropriateForm 3602 representing all the pieces from the mailing job <strong>and</strong> Form 3602-C (orpostage statement register) for all PVDS verified at the mailer’s DMU or the postoffice BMEU. The mailer must enter the required information on Form 3602-C foreach PVDS to be deposited at each destination <strong>USPS</strong> facility, in lieu of providing aseparate Form 3602 for each PVDS.15.2.8 <strong>Postage</strong> Statement—Package ServicesAt the time mail is presented for verification, the mailer must submit an appropriatepostage statement for each PVDS mailing destined for each destination <strong>USPS</strong>facility. When required by the <strong>USPS</strong>, the mailer must submit consolidated postagestatements <strong>and</strong> a postage statement register.15.2.9 Form 8125 <strong>and</strong> Form 8125-CForm 8125 is used to report a single PVDS that the mailer will transport from originto a destination <strong>USPS</strong> facility. Computer-generated Form 8125-C (format availableat www.usps.<strong>com</strong>) provides for reporting multiple PVDS mailings that are preparedby an individual mailer <strong>and</strong> that are cleared at origin on the same day for entry at asingle destination <strong>USPS</strong> facility on the same vehicle (see 15.2.11). The mailer mustsubmit a <strong>com</strong>pleted Form 8125 (signed <strong>and</strong> dated by the DMU or BMEU) for eachDomestic Mail Manual Updated 3-15-07
