After making up all possible SCF <strong>and</strong> ADC vehicles, if there is enough mail forthe same transfer hub service area to fill 60% or more of a vehicle by weight orby cube, the mailer must prepare a direct vehicle for that transfer hub.14.7.4 St<strong>and</strong>ard Mail <strong>and</strong> Package ServicesFor plant-loaded shipments of St<strong>and</strong>ard Mail <strong>and</strong> Package Services:a. If there is enough mail for the same SCF service area to fill 60% or more of avehicle by weight or by cube (a minimum of 28,000 pounds or2,000 cubic feet), the mailer must prepare a direct vehicle for that SCF.b. After making up all possible SCF vehicles, if there is enough mail for the sameASF or BMC service area to fill 60% or more of a vehicle by weight or by cube,the mailer must prepare a direct vehicle for that BMC or ASF.14.7.5 Two or More MailingsThe mailer must prepare interdistrict plant-loaded vehicles containing two or moremailings under 14.7.6 <strong>and</strong> 14.7.7 as appropriate to the class of mail.14.7.6 Insufficient VolumeTwo or more mailings that independently have insufficient volume to require directdestination vehicles to be prepared may be <strong>com</strong>bined to make up an origin vehiclewithout meeting the st<strong>and</strong>ards in 14.7.7.14.7.7 Sufficient VolumeTwo or more mailings, which independently have sufficient volume to requiredestination vehicles to be prepared, must meet these st<strong>and</strong>ards when <strong>com</strong>bined:a. For First-Class Mail, if there is enough mail for the same ADC service area to fill60% or more of a vehicle by weight or by cube, the mailer must prepare a directvehicle for the ADC.b. For Periodicals, if there is enough mail for the service area of the same transferhub to fill 60% or more of a vehicle by weight or by cube, the mailer mustprepare a direct vehicle for that transfer hub.c. For St<strong>and</strong>ard Mail <strong>and</strong> Package Services, if there is enough mail for the sameASF or BMC service area to fill 60% or more of a vehicle by weight or by cube,the mailer must prepare a direct vehicle for that ASF or BMC.14.7.8 DestinationThe preparation st<strong>and</strong>ards for plant-loaded vehicles are determined by thedestination of the mailings accepted by the <strong>USPS</strong> at the mailer’s plant.14.7.9 Two OptionsIf a plant-loaded mailing does not meet the preparation st<strong>and</strong>ards for plant-loadedvehicles under 14.7.1 through 14.7.8, the mailer has two options:a. Rework the mailing so that it meets the applicable st<strong>and</strong>ard. If the mailing isverified <strong>and</strong> accepted as mail by the <strong>USPS</strong> at the mailer’s plant <strong>and</strong> then it isdetermined that the vehicle preparation st<strong>and</strong>ards are not met, the mailer mustrework the mailing.Domestic Mail Manual Updated 3-15-07
