Corrugated fiberboard C-flute sheet covering the entire top of the load, withst<strong>and</strong>ard pallet solid fiberboard corner edge protectors.8.3 Stacking Pallets8.3.1 Physical CharacteristicsPallets may be stacked two, three, or four tiers high if:a. The <strong>com</strong>bined gross weight of the stacked pallets (pallets, top caps, <strong>and</strong> mail)does not exceed 2,200 pounds.b. The heaviest pallet is on the bottom <strong>and</strong> the lightest is on the top.c. Individual pallets are secured with straps or stretchable or shrinkable plastic asspecified in 8.1.3.d. The stack of pallets is secured with at least two straps or b<strong>and</strong>s of appropriatematerial to maintain the integrity of the stacked pallets during transport <strong>and</strong>h<strong>and</strong>ling. Wire or metal b<strong>and</strong>s, straps, buckles, seals, <strong>and</strong> similar metalfastening devices cannot be used. The stack of pallets cannot be securedtogether with stretchable or shrinkable plastic.e. Each pallet is top-capped as specified in 8.2.f. The <strong>com</strong>bined height of the stacked pallets <strong>and</strong> their loads does not exceed84 inches. Exception: Pallets prepared for entry at Anchorage or Fairbanks,Alaska, cannot exceed 72 inches (pallets, top caps, <strong>and</strong> mail).8.3.2 Pallet Height Restriction for Nonconforming MailerA nonconforming mailer (see 8.1.4) who stacks pallets is subject to the requirementsof 8.3.1 with the additional restrictions that the <strong>com</strong>bined height of any stackedpallets may not exceed 77 inches <strong>and</strong> that stacking pallets four tiers high ispermitted only for pallets of parcels.8.4 Pallet Boxes8.4.1 UseA mailer may use pallet boxes constructed of single-, double-, or triple-wallcorrugated fiberboard placed on pallets to hold sacks or parcels. Pallet boxes mustprotect the mail <strong>and</strong> maintain the integrity of the pallet loads throughouttransportation, h<strong>and</strong>ling, <strong>and</strong> processing. Single-wall corrugated fiberboard may beused only for light loads (such as lightweight parcels) that do not requiretransportation by the <strong>USPS</strong> beyond the entry office, or for Parcel Post DSCF ratemail. Mailers must supply their own pallet boxes. The base of the boxes mustmeasure approximately 40 by 48 inches. Pallet st<strong>and</strong>ards require the use of palletboxes meeting the size requirements in 8.4.2 for machinable Parcel Post claimingOBMC Presort <strong>and</strong> BMC Presort discounts. Pallet st<strong>and</strong>ards prohibit use of palletboxes for nonmachinable Parcel Post claiming OBMC Presort <strong>and</strong> BMC Presortdiscounts. Pallet boxes meeting the size dimensions in 8.4.2 also may be used atthe mailer's option for Parcel Post DSCF <strong>and</strong> Parcel Post DDU rate mail.Domestic Mail Manual Updated 3-15-07
