If authorized, the shipment is accepted at mailer plant acceptance unit <strong>and</strong> transported frommailer plant with other mail on <strong>USPS</strong> transportation.14.1.2 Service ObjectivesThe service objectives for the class of mail transported apply to the plant-loadedmail. Plant-loaded mail may have deferred service objectives if provided in the plantload agreement.14.1.3 Service Not ProvidedThe <strong>USPS</strong> does not hold, store, or delay the dispatch of plant-loaded mail releasedto the <strong>USPS</strong>, except under the plant load agreement with the mailer. The <strong>USPS</strong>does not relocate trailers on the mailer’s premises.14.2 Application for Plant Load Privileges14.2.1 ApplicationTo have mail plant-loaded, the mailer must <strong>com</strong>plete Form 3815 <strong>and</strong> submit it to thepostmaster of the post office serving the mailer’s plant.14.2.2 ApprovalGenerally, a plant load application is approved if transportation is available <strong>and</strong> costsavings to the <strong>USPS</strong> are shown. If the application is approved, the mailer must enterinto a plant load agreement with the <strong>USPS</strong>.14.2.3 Denial <strong>and</strong> AppealIf the application is denied, the mailer may appeal through the local postmasterwithin 10 calendar days of the mailer’s receipt of the denial notice to the vicepresident of area operations for the area in which the mailer’s plant is located, givingthe reasons why the application should be approved.Domestic Mail Manual Updated 3-15-07
