<strong>705</strong><strong>Advanced</strong> <strong>Preparation</strong>: First-Class or St<strong>and</strong>ard Mail Mailings With Different Payment Methods<strong>705</strong>.5.1.75.1.7 Interim AuthorizationIf the mailer meets st<strong>and</strong>ards, the <strong>USPS</strong> grants a 90-day interim authorization toprepare <strong>com</strong>bined mailings. During this time, <strong>USPS</strong> monitors the mailer’s system toensure continued <strong>com</strong>pliance with all applicable st<strong>and</strong>ards.5.1.8 Final AuthorizationAfter the 90-day authorization, if the mailer’s program meets all applicablest<strong>and</strong>ards, Business Mailer Support prepares a detailed authorization for the mailerto follow in preparing <strong>com</strong>bined mailings. The authorization period does not exceed2 years. The mailer must give advance written notice to Business Mailer Supportabout plans to change the system used to prepare <strong>com</strong>bined mailings.5.1.9 DenialIf an application is denied, the mailer may, within 15 days from receipt of the notice,file a written appeal, including additional evidence, with the Business MailAcceptance manager, <strong>USPS</strong> Headquarters, who issues the final agency decision.5.1.10 <strong>USPS</strong> ReviewA <strong>USPS</strong> review of the mailer’s system is conducted before the expiration date:a. If the review shows no need for modifications to the agreement, it is renewedfor a 2-year period.b. If the review shows modifications to the system without prior notification toBusiness Mailer Support, but the system still remains qualified, a newagreement must be reached that details the modifications.c. If the review shows that the system can be renewed only with modificationsrequired by the <strong>USPS</strong>, the mailer must be so informed <strong>and</strong>, if the mailer agrees,a new agreement is implemented under 5.1.7 <strong>and</strong> 5.1.8.d. If the review shows that the mailer is not properly preparing <strong>com</strong>bined mailingsor does not agree to <strong>USPS</strong> modifications, steps must be taken to cancel theauthorization.5.1.11 SuspensionThe Business Mailer Support manager may suspend a <strong>com</strong>bined mailing systemagreement at any time, pending investigation, if the manager finds that postage isnot being fully paid or mail is not being prepared according to st<strong>and</strong>ards. Thedecision may be appealed to the Business Mail Acceptance manager, <strong>USPS</strong>Headquarters, within 15 days of the suspension by submitting a written appeal withexplanation. The suspension remains in effect during the appeal. A suspension isended when the mailer <strong>com</strong>es into <strong>com</strong>pliance.5.1.12 Cancellation by <strong>USPS</strong>The <strong>USPS</strong> may cancel an authorization to prepare <strong>com</strong>bined mailings at any time ifthe mailer:a. Provides misleading or incorrect data to avoid payment of postage.b. Makes no <strong>com</strong>bined mailings under the agreement during any consecutive12-month period.Domestic Mail Manual Updated 3-15-07
