Both figures anticipated that Suharto would be out of office <strong>in</strong>1998. 8 However, <strong>in</strong> l<strong>in</strong>e with the regime’s stance that ICMI should not makepolitical statements of any k<strong>in</strong>d, Habibie ensured that the succession issuerema<strong>in</strong>ed outside of ICMI’s formal pronouncements. 9 Despite such caution, ICMImembers were concerned to ga<strong>in</strong> <strong>in</strong>fluence over the terms of future succession,as political competition between elite groups was much more <strong>in</strong> the open thanhad hitherto been the case. Consequently, Adi Sasono, Amien Rais, <strong>and</strong> DawamRahardjo were among the ICMI <strong>in</strong>terests back<strong>in</strong>g Habibie <strong>in</strong> opposition to themilitary’s choice of Try Sutrisno for the vice-presidency <strong>in</strong> anticipation of afuture presidential race. Support for Habibie’s vice-presidential ambitions at atime of <strong>in</strong>tensify<strong>in</strong>g <strong>in</strong>tra-elite competition provided an <strong>in</strong>evitable po<strong>in</strong>t ofconflict between ABRI leaders <strong>and</strong> ICMI. However, ICMI did not have anypublic political platform that reflected the aspirations of the <strong>in</strong>telligentsia, <strong>and</strong>their <strong>in</strong>formal goals consequently lacked clear articulation or action programs.The follow<strong>in</strong>g analysis first considers ICMI’s ‘unofficial’ agendas <strong>and</strong> thenlooks at po<strong>in</strong>ts of ABRI-ICMI tension, <strong>in</strong>clud<strong>in</strong>g ABRI’s objections to theagendas.DemilitarisationSuharto’s retaliation aga<strong>in</strong>st Gen. Benny Murdani’s network corresponded withan anti-Benny predisposition among ICMI’s <strong>in</strong>telligentsia <strong>and</strong> their desire fordemilitarisation of society. As defenders of the <strong>in</strong>terests of a ris<strong>in</strong>g, educatedmiddle class, the ICMI <strong>in</strong>telligentsia were committed to the removal of military<strong>in</strong>fluence <strong>in</strong> the country’s political <strong>in</strong>stitutions. Members of this group alsoexpressed their discomfort with the k<strong>in</strong>ds of security-<strong>in</strong>telligence rationales usedby ABRI <strong>in</strong> its suppression of dissent. In particular, they regarded the Catholicgeneral as be<strong>in</strong>g responsible for much of the New Order state’s anti-<strong>Islam</strong>icpolitical <strong>and</strong> military repression, <strong>and</strong> they blamed him for order<strong>in</strong>g the kill<strong>in</strong>g ofhundreds of Muslim demonstrators at Tanjung Priok <strong>in</strong> 1984. S<strong>in</strong>ce 1974, Bennyhad ma<strong>in</strong>ta<strong>in</strong>ed close contact with the Centre for Strategic <strong>and</strong> InternationalStudies (CSIS), a largely Ch<strong>in</strong>ese-Catholic run th<strong>in</strong>k-tank long associated withanti-<strong>Islam</strong>ic measures when the Centre was part of Ali Murtopo’s empire. Theirattacks aga<strong>in</strong>st Benny Murdani for what they regarded was his anti-<strong>Islam</strong>icsecurity measures, <strong>in</strong> particular, suited Suharto’s need to purge the armed forcesof Benny’s security network <strong>and</strong> loyalists. 10This congruence of <strong>in</strong>terests, perhaps, was demonstrated by the appo<strong>in</strong>tment,<strong>in</strong> 1993, of the former Deputy Chief-of-Staff of the Army, SayidimanSuryohadiprojo, as senior ICMI adviser to Habibie on the military defence<strong>in</strong>dustry. In an <strong>in</strong>terview with the national magaz<strong>in</strong>e, Editor, <strong>in</strong> his capacity asHabibie’s advisor, Sayidiman <strong>in</strong>sisted that the <strong>in</strong>telligence role of the armedforces must be curtailed. Sayidiman mentioned the oversized role of <strong>in</strong>telligence,
