206 MANAGING POLITICS AND ISLAM IN INDONESIAM<strong>in</strong>ister of Social Development, <strong>and</strong> the economist <strong>and</strong> pro-Megawati PDIleader, Kwik Kian Gie, M<strong>in</strong>ister of Industry <strong>and</strong> Trade. 47Yet, the aspirations of pro-ICMI Muslim <strong>in</strong>terests were not accommodated, asthe government’s <strong>in</strong>terim list turned out to be a close approximation of thecab<strong>in</strong>et announced by Suharto on the 14 th <strong>and</strong> sworn <strong>in</strong> on 16 March. The hopesof the ICMI <strong>in</strong>telligentsia that, with Habibie as vice-president, their ownaccess to power wer <strong>and</strong> <strong>in</strong>fluence over government policy would be enhancedwere shattered. Consequently, they became openly critical of Suharto <strong>and</strong> hisnewly appo<strong>in</strong>ted cab<strong>in</strong>et, <strong>in</strong> which Suharto’s children reportedly had played arole <strong>in</strong> choos<strong>in</strong>g m<strong>in</strong>isters <strong>and</strong> dim<strong>in</strong>ish<strong>in</strong>g Habibie’s <strong>in</strong>fluence. 48Prom<strong>in</strong>ent Muslim leaders announced their immense dissatisfaction over thefact that those ICMI leaders who had ga<strong>in</strong>ed cab<strong>in</strong>et portfolios were governmentbureaucrats regarded as unrepresentative of the Muslim community’saspirations. They expressed regret that figures like Adi Sasono, DawamRahardjo, Marwah Daud Ibrahim <strong>and</strong> Jimly Asshidiqie—leaders who wereconsidered to represent Muslim <strong>in</strong>terests <strong>in</strong> ICMI—were overlooked. Thegeneral chairmen of Muhammadiyah, KISDI, Persis, Al-Irsyad, <strong>and</strong> PMIIstrongly articulated this viewpo<strong>in</strong>t. A despondent Dawam Rahardjo bestexpressed the profound sense of betrayal. He compla<strong>in</strong>ed that the ICMI<strong>in</strong>telligentsia had, until then, cont<strong>in</strong>ually defended government officials aga<strong>in</strong>stcriticism <strong>and</strong> <strong>in</strong> return the government had simply ab<strong>and</strong>oned them. 49ICMI’s Secretary General was more stoic <strong>in</strong> his response but nonethelessadmitted his disgruntlement at the results, whilst call<strong>in</strong>g for patience of his coreligionists<strong>in</strong> order to avoid social conflict. 50 ICMI was not alone <strong>in</strong> express<strong>in</strong>gits disenchantment over the cab<strong>in</strong>et, as <strong>Indonesia</strong>n’s social-political organisations(<strong>in</strong>clud<strong>in</strong>g the parliamentary fraction of the <strong>Islam</strong>ic-oriented PPP), which werenot <strong>in</strong>cluded on the cab<strong>in</strong>et, protested their exclusion. 51Events through to the middle of March, then, saw the ICMI <strong>in</strong>telligentsia shiftits position from one of cautiously broach<strong>in</strong>g the need for reform to one of opendisaffection as they were displaced from power. Mutual displeasure <strong>and</strong>antagonisms between Suharto’s circle <strong>and</strong> ICMI spilled over <strong>in</strong>to a tug-of-warover the choice of the organisation’s new chairman. At ICMI’s plenary meet<strong>in</strong>gheld on 12 March for the election of a new chairman, the rumour circulated thatSuharto wanted Azwar Anas, the former Coord<strong>in</strong>at<strong>in</strong>g M<strong>in</strong>ister for CommunityWelfare, as ICMI’s new head. The ICMI <strong>in</strong>telligentsia, not want<strong>in</strong>g a governmentbureaucrat <strong>in</strong> the top job, hurriedly collected signatures <strong>in</strong> support of their ownc<strong>and</strong>idate. Their choice was Gen. (ret.) Achmad Tirtosudirjo (a founder of HMI<strong>and</strong> former head of Bulog who was already <strong>in</strong> his seventies) as chairman <strong>in</strong>charge of the daily affairs of ICMI. Achmad was elected by acclamation. Habibierema<strong>in</strong>ed the de jure chairman until his election to the presidency.The Muslim <strong>in</strong>telligentsia hoped that Achmad would provide the opportunityfor ICMI to loosen its dependence on Suharto’s circle <strong>and</strong> promote its ownagendas. Meanwhile, Achmad promised that he would try to make theorganisation a more <strong>in</strong>dependent <strong>and</strong> critically vocal forum for ‘voic<strong>in</strong>g
