152 INTRA-ELITE RIVALRYcab<strong>in</strong>ets to reflect, <strong>and</strong> exacerbate, compet<strong>in</strong>g <strong>in</strong>terests, visions <strong>and</strong> trends <strong>in</strong>national politics.The ICMI <strong>in</strong>telligentsia became embroiled <strong>in</strong> political controversy by sid<strong>in</strong>gwith Habibie aga<strong>in</strong>st the m<strong>in</strong>ister’s detractors. This outcome was contrary to oneof the ma<strong>in</strong> stated aims of ICMI (see chapter five) to rema<strong>in</strong> outside of politics.In the f<strong>in</strong>al analysis, contests between different patron-client <strong>in</strong>terests— Habibie(ICMI) <strong>and</strong> Murdiono/Harseno (State Secretariat)—had caused a client-base, theICMI membership, to be drawn <strong>in</strong>to that conflict. The defence of Habibie <strong>and</strong> ofother ICMI <strong>in</strong>terests was tied <strong>in</strong>tegrally to perceptions about ICMI’s ownposition with<strong>in</strong> future power constellations as the 1997 general election <strong>and</strong> the1998 MPR election approached. 89The Seventh Development Cab<strong>in</strong>et: Cont<strong>in</strong>u<strong>in</strong>g CleavagesThe swear<strong>in</strong>g <strong>in</strong> of the seventh development cab<strong>in</strong>et <strong>in</strong> 1998 further exacerbatedthe divisions <strong>and</strong> contest. Some of Vice-President B.J.Habibie’s allies were reappo<strong>in</strong>tedto a cab<strong>in</strong>et that was widely recognised as a ‘crony cab<strong>in</strong>et’ of thepresident’s loyalists, bus<strong>in</strong>ess associates <strong>and</strong> family members. Despite earliercorruption allegations, Haryanto Dhanutirto (the new M<strong>in</strong>ister of Food,Horticulture <strong>and</strong> Medic<strong>in</strong>e), was among three of Habibie’s associates who wereappo<strong>in</strong>ted as m<strong>in</strong>isters. 90 At the end of the day, Haryanto was regarded as aSuharto loyalist. Meanwhile, Murdiono was replaced after two st<strong>in</strong>ts as StateSecretary. 91Along with the appo<strong>in</strong>tment of former presidential military adjutant, Wiranto,<strong>and</strong> Suharto’s son-<strong>in</strong>-law, Prabowo, to the military leadership, the cab<strong>in</strong>et wasmeant to bolster Suharto’s authority at a time of deepen<strong>in</strong>g economic <strong>and</strong>political crisis when he was experienc<strong>in</strong>g narrow<strong>in</strong>g support for his presidency.Suharto’s children, Siti Rukmana <strong>and</strong> Bambang Trihatmodjo, reportedly had adecisive say <strong>in</strong> the cab<strong>in</strong>et’s formation, which saw Habibie’s <strong>in</strong>fluence dim<strong>in</strong>ish.Economic technocrats <strong>and</strong> conservatives, <strong>in</strong>clud<strong>in</strong>g Mar’ie Muhammad, weredisplaced by economic nationalists under the new M<strong>in</strong>ister of F<strong>in</strong>ance, G<strong>in</strong><strong>and</strong>jarKartasismata’s leadership. 92Despite enormous hopes that Habibie’s ascension to the vice-presidencywould result <strong>in</strong> cab<strong>in</strong>et appo<strong>in</strong>tments for the ICMI <strong>in</strong>telligentsia, Suharto ensuredthat they did not ga<strong>in</strong> a s<strong>in</strong>gle seat. They were disappo<strong>in</strong>ted sorely by theirexclusion from the 1998 cab<strong>in</strong>et <strong>and</strong> from power configurations <strong>and</strong> began tocriticise openly Suharto’s crony cab<strong>in</strong>et. Amien Rais <strong>and</strong> other members ofICMI identified Haryanto as one of Suharto’s most corrupt m<strong>in</strong>isters. 93 They nolonger identified with Habibie’s m<strong>in</strong>ister aga<strong>in</strong>st other state <strong>in</strong>terests, as theirstance regard<strong>in</strong>g Haryanto <strong>and</strong> corruption seemed greatly determ<strong>in</strong>ed by theirperception of their own position with<strong>in</strong> the power configurations <strong>and</strong> contests.This time they opposed a cab<strong>in</strong>et <strong>in</strong> which Haryanto had become a m<strong>in</strong>ister <strong>and</strong>they had become clear losers.
