Chapter - 14 Training, Hrd And Capacity Building14.5 TRAINING NEEDSTraining needs <strong>of</strong> skilled manpower are met through short term training programmes <strong>of</strong>duration <strong>of</strong> a few days, weeks and months. But training can be imparted only if the trainee hasthe necessary educational attainment.Regarding the projects that are under execution, after it has been commissioned, it is necessarythat staff with proper training and experience is in place for O&M <strong>of</strong> assets. The responsibility <strong>of</strong>operation and maintenance <strong>of</strong> STPs and main pumping stations should rest with the contractorwho supplied the plant, for 5 years after commissioning <strong>of</strong> the project. It should be ensured thatthe contractors/suppliers <strong>of</strong> equipments deploy properly trained and experienced staff for thiswork. Even if contractors and suppliers are bound by the contract to operate and maintain theequipment they supplied or erected, they should be required toi. Impart training to the identified personnel <strong>of</strong> the agency that owns the project and hasthe responsibility for its proper functioning.ii.Provide operating manuals <strong>of</strong> the equipment installed.14.6 EXPERIENCE NEEDSThese needs are met by the personnel working on real assignments. Those in charge <strong>of</strong>personnel management need to ensure that the needed experience is available to them with inthe organisation.14.7 FULFILLING MANPOWER NEEDS –MANPOWER DEVELOPMENT PLANThe State Government, in the light <strong>of</strong> the state <strong>of</strong> degradation <strong>of</strong> their water resources, inparticular <strong>of</strong> their rivers, should prepare a plan <strong>of</strong> capacity building and manpowerdevelopment. It should consist <strong>of</strong> identifying academic disciplines in which personnel withpostgraduate degree, undergraduate degree, diploma and certificate are needed and thenumbers in each. The personnel that would, after education and training constitute, a pool <strong>of</strong>human resource that is equipped to handle the items <strong>of</strong> work, mentioned in these guidelines,including O&M should be identified. They should be sent to undergo suitable educationalprogrammes and training programmes. A list <strong>of</strong> institutions <strong>of</strong> higher education with theacademic disciplines where the personnel can be sent for education should be prepared.The number <strong>of</strong> people at various levels required for such projects should be estimated and thepersonnel should be posted on appropriate jobs.Training need identification is a continuous process and in the identified subject areas traininginstitutions can be requested to develop training programmes.It is the responsibility <strong>of</strong> those in charge <strong>of</strong> Human Resource Development in the States – in thegovernment and local bodies – to ensure that they have the necessary manpower resourceswith needed educational attainments, training and experience for undertaking the work arisingout <strong>of</strong> the programme <strong>of</strong> pollution abatement <strong>of</strong> rivers.90
