Annexure - 51.1.1 Pre-construction Stage:i) Review <strong>of</strong> project design documentationSCOPE OF SERVICESThe Third Party Inspection (TPI) Agency is expected to review and monitor all projectssanctioned under National Ganga River Basin Authority (NGRBA) and National RiverConservation Plan (NRCP).The scope <strong>of</strong> services for the TPI will include the following:-Review <strong>of</strong> the project at this stage is to primarily review and monitor the preparatory activitiesthat go into a project prior to beginning actual procurement and construction. Such reviewshould cover:a. Check extent <strong>of</strong> completion <strong>of</strong> design with respect to the sanctioned DPRb. Review adherence to technical standards in the detailed designs / drawings preparedc. Review the project implementation plan (level <strong>of</strong> detail, interdependencies, linkage toresources, etc.)d. Check the sequence <strong>of</strong> design documentation with respect to project implementationplane. Review the probability <strong>of</strong> escalation in project cost and time delay in implementation onaccount <strong>of</strong> variation in design criteria, estimated quantities, unit costs, and other reasonsrelated to design aspectsf. Review the test reports to examine adequacy <strong>of</strong> all surveys that are needed to be carriedout for project design.ii)Review <strong>of</strong> bid documentation and bid processa. Completeness <strong>of</strong> the bid documents with respect to designed / planned projectconfiguration, and the packaging <strong>of</strong> bids including battery limits <strong>of</strong> scope. This shouldinclude review <strong>of</strong> clarity in roles between IA and the contractors.b. Compliance <strong>of</strong> the bid documents with respect to design standards, especially withrespect to Materials <strong>of</strong> Constructionc. Alignment in the sequence <strong>of</strong> preparation <strong>of</strong> bid documents and release <strong>of</strong> tenders withrespect to interdependencies in the project pland. Review whether due transparent and fair procurement processes have been followed asper the rules <strong>of</strong> the IA, and good practices followed in the industrye. Review the probability <strong>of</strong> escalation in project cost and time delay in implementation onaccount <strong>of</strong> inefficiencies and mistakes in procurementf. Review the bid documents with respect to appropriateness <strong>of</strong> commercial terms andconditions <strong>of</strong> the contractsiii)Review <strong>of</strong> site preparation and clearances to begin constructiona. Undertake site visit to examine availability <strong>of</strong> land / right <strong>of</strong> way for the project, toexamine that the project site is free <strong>of</strong> encumbrances; access to site is available; etc.128
