Annexure - 5JNNURM may be considered. As the services <strong>of</strong> the TPIs are required to be rendered over theentire life cycle <strong>of</strong> the project development, the period <strong>of</strong> engagement will be governed by theProject schedule. the maximum period <strong>of</strong> engagement <strong>of</strong> TPI for a project shall not exceed 3years. However, extension <strong>of</strong> services <strong>of</strong> TPI beyond 3 years shall be decided by the State NodelDepartment (SND), if considered essential.6. The scope <strong>of</strong> services <strong>of</strong> the TPIs, frequency <strong>of</strong> review visits and panel <strong>of</strong> TPI agencies are atAnnexure.7. The cost towards meeting the expenditure involved in the appointment <strong>of</strong> TPI agency will bereimbursed by the NRCD, MoEF on the basis <strong>of</strong> claims submitted by the SND The details to befurnished for the re-imbursement <strong>of</strong> expenditure are:i. The copy <strong>of</strong> the work order / contract issued to the TPI agency.ii. The copy <strong>of</strong> invoice raised by the agency.iii. Evidence <strong>of</strong> payment already made to TPI agency by the State Nodal Department.The reimbursement costs shall not exceedi.Rs.2.0 lakhs per project for the review <strong>of</strong> project documentation (one time for eachproject.ii. Rs.0.5 lakhs per visit per project by the monitoring team (excluding visits undertaken forreview <strong>of</strong> project documentation.8. The TPI agencies appointed by the SND may participate in the review meetings and in themeetings <strong>of</strong> the Empowered Steering Committee (ESC) in the case <strong>of</strong> NGRBA projects. Inputsfrom third party monitoring will be taken into consideration in processing release <strong>of</strong> funds.9. The TPI will undertake desk review <strong>of</strong> documents and make periodical site visits to each projectas mentioned above. They may conduct additional field inspections on the specific aspects asrequired by SND and NRCD. TPI shall provide reasonable advance notice <strong>of</strong> planned visit to site,schedule <strong>of</strong> meetings for review, and documents required for review, etc. to the ImplementingAgency(IA). TPI shall report to the SND and send copies to the NRCD, <strong>of</strong> all communication /reports / Deliverables. The SND and IA will provide necessary inputs to the TPI team. Theobservations <strong>of</strong> the TPI team should be discussed with the SND and IA before concluding thevisit. Reports should be filed with the SND and IA within 5 days <strong>of</strong> completion <strong>of</strong> the site visits.SND shall file with NRCD copies <strong>of</strong> the TPI Reports along with their responses/comments.10. This issues under the powers delegated to the Ministry <strong>of</strong> Environment and Forests and withthe approval <strong>of</strong> Secretary, Ministry <strong>of</strong> Environment and Forests as well as with the concurrence<strong>of</strong> IFD vide their Dy.
