Guidelines for preparation <strong>of</strong> reports Under NRCP / NGRBAIf there is a cost overrun in a project because <strong>of</strong> delay, inflation or any other reason, thecontribution <strong>of</strong> NRCD/Government shall be limited to its contribution amount initiallyagreed. Any additional expense on account <strong>of</strong> any increase in cost shall be borne by theconcerned State Government.In addition NRCD/Government <strong>of</strong> India may undertake itself or commission projects toother institutions, voluntary agencies etc. also.5.0 Mechanism <strong>of</strong> implementation and monitoringProjects or River Action Plans are considered by the Govt. on the basis <strong>of</strong> pre-feasibility reportestimates prepared by the State Govts. After the project is approved in principle, detailedproject reports (DPR) with firmed up cost estimates for various sub-components are preparedby the State Govts./Project proponents. These DPRs are appraised and approved by theMinistry following which Administrative Approval and Expenditure Sanctions are issued. Onthe basis <strong>of</strong> these sanctions, the State Governments / implementing agencies award contractsaccording to their own policy and rules.Progress <strong>of</strong> implementation is monitored by both the State Implementing Agencies and theMinistry through a multi-tier monitoring mechanism. This includes:5.1 State Leveli) The progress monitoring by a team <strong>of</strong> field engineers on a day to day basis.ii) Monthly review <strong>of</strong> progress at the Chief Executive level <strong>of</strong> the nodal implementingagency.iii) Citizen's Monitoring Committee in each town to review the progress and provide inputsfor public participation and involvement.iv) Periodical review by the Divisional Project Monitoring Cells.v) Periodical review <strong>of</strong> progress by a State Steering Committee chaired by the concernedChief Secretaries.vi) Periodical review by a High Powered Committee under the Chairmanship <strong>of</strong> ChiefMinister.5.2 Central Leveli) Regular review by NRCD <strong>of</strong>ficials including frequent site visits.ii) Regular review by NRCD Project Director.iii) Quarterly review <strong>of</strong> progress by a Steering Committee headed by Secretary <strong>of</strong> theMinistry. Chief Secretaries <strong>of</strong> the concerned States and experts in the Public HealthEngineering and other related areas are the members <strong>of</strong> this Committee.iv) Quarterly review <strong>of</strong> progress <strong>of</strong> scientific and technical aspects <strong>of</strong> the programme as wellas the impact <strong>of</strong> works on the river water quality by a Monitoring Committee headed byMembers Environment, Planning Commission.v) Periodical review by a Standing Committee <strong>of</strong> NRCA headed by the Union Minister <strong>of</strong>Environment & Forests.vi) Periodical review <strong>of</strong> progress by the National River Conservation Authority headed byPrime Minister. The concerned Chief Ministers, among others, are the members <strong>of</strong> thisCommittee.113
