Guidelines for preparation <strong>of</strong> reports Under NRCP / NGRBACost <strong>of</strong> land is an important element <strong>of</strong> cost estimate. On many occasions, land is to be acquiredinvolving an elaborate procedure under the land acquisition act. Projects are <strong>of</strong>ten delayed onthis account. Such situations must be avoided.Cost estimates <strong>of</strong> other components should be prepared in standard formats. These should bebased on the detailed bill <strong>of</strong> quantities, specifications <strong>of</strong> materials structures and rates as perthe latest SORs. It is generally seen that latest and updated SORs are always not available for thecity. This results in underestimation <strong>of</strong> cost involving revision in cost. It is necessary to note thatNRCD does not entertain any revised cost estimate after the project is approved and revision incost, if any, would have to be borne by the implementing agency only. Care should, therefore,be taken that estimates are prepared taking the following into consideration:Latest and updated SORs are used for scheduled items <strong>of</strong> work. Non-schedule items, if any,should be estimated on the basis <strong>of</strong> the current market price.It takes some time to complete the DPR and then submit it to NRCD through State Governmentand finally appraisal and approval <strong>of</strong> DPR in NRCD. Sometimes, when the project cost is high,the proposal may require approvals at higher levels in Government which is a time consumingprocess. Therefore, implementing agency should be able to foresee escalation, if any, in thecost on this account and should make appropriate provisions in the project cost accordingly.Bills <strong>of</strong> quantities and specifications must be presented in a separate volume.For each major component, the estimated cost needs to be justified. For this purpose, it wouldbe advisable to compare the cost estimate with that <strong>of</strong> a similar one approved earlier afternecessary updating. This would help expediting approval in NRCD.Necessary provision may be made in the estimate - for Centage as approved by NRCD.The DPR would also be used for preparation <strong>of</strong> NIT and tendering the project. It should,therefore, contain complete engineering drawings, longitudinal sections etc. <strong>of</strong> the proposalthat would be needed for NIT as well as monitoring <strong>of</strong> project implementation.101
