Chapter - 10 Solid Waste Management Preparation of Feasibility Report10.12 CRITERIA FOR DESIGN OF THE SWM SYSTEM10.12.1 Design Population1. Population forecastingThe population projection figures may be used for the design of SWM system. The designperiods given in the CPHEEO manual (http://urbanindia.nic.in/publicinfo/manual.htm) may beused.10.13 PRIVATE SECTOR PARTICIPATION IN SWMInvolvement of the public and the private sector in collection, transportation, processing andthe disposal should be explored.10.14 RESOURCE RECOVERYResource recovery from solid waste must be an integral part of the proposal. It can be throughthe following routesa) Waste to compostb) Waste to energyc) Recyclingd) Any other feasible technologyHaving discussed the sizes, capacities and numbers of major items that need to be incorporatedin the Feasibility Report, the cost estimates should be prepared. The items that may need to beincluded are mentioned below.10.15 ESTIMATING STAFF REQUIREMENTS FOR HANDLING VARIOUS KINDS OF WASTESIn ULB the following categories of staff are deployed on solid waste management. Theirsanctioned strength at the time of preparation of FR should be compared with the requiredstrength on the basis of norms which need to be developed for out put.Table 10.1: Estimation of Staff Required for SWMDesignationa) Health Officerb) Sanitary Inspectorsc) Jamadard) Sweeperse) Loaders / Drivers (The present position of staff deployed andthat required on optimal norm may be worked out):Number10.16 COST ESTIMATE OF SOLID WASTE MANAGEMENTIllustrative list of items for estimating cost of the System is given below:78
