CHAPTER 16PROJECT MANAGEMENT &INSTITUTIONAL ISSUES16.1 INSTITUTIONSPollution abatement <strong>of</strong> rivers involves a complex <strong>of</strong> issues and institutions.It is, therefore, obvious that institutions associated with the programme should be assignedspecific responsibilities at the State Level and the town level for preparation, implementationand management <strong>of</strong> projects so that the rivers can be maintained in good health.16.1.2 Establishment <strong>of</strong> Project Management Units in StatesIn those States where a number <strong>of</strong> river stretches are polluted and many projects have to beprepared, it is desirable to create a dedicated State Project Management Unit (SPMU) in theState Government, to take all measures related to matters <strong>of</strong> policy, programme, projectformulation, implementation, regulation, operation and maintenance and management forpollution abatement and improvement <strong>of</strong> quality <strong>of</strong> waters in rivers and lakes in the State. Inthis unit the departments in charge <strong>of</strong> urban local bodies (municipalities and municipalcorporations), environment, irrigation, forest, agriculture, rural development and financeshould be represented.16.1.3 State Implementing AgencyThe SPMU may appoint a State Implementing Agency. The organisation that handles projectsrelated to water supply and waste water management in the State may be a natural choice forappointment as Implementing Agency. The implementing agency may be given theresponsibility to coordinate, supervise, guide and manage the programme and projects <strong>of</strong>pollution abatement <strong>of</strong> rivers. It will work under the supervision and guidance <strong>of</strong> the SPMU andwill be accountable to it. It will directly handle the Core Schemes while the Non Core Schemeswill be handled by ULB, Irrigation Department and others as decided by the SPMU. It shouldservice the SPMU.the State Implementing Agency should have a compact cell headed by an engineer whospecialises in Environmental or Public Health engineering. The Cell should be equipped withcomputers, and suitable state-<strong>of</strong>- art s<strong>of</strong>tware and usual equipment needed. The Cell may beprovided access to necessary expertise in relevant disciplines including Remote Sensing & GIS,biology, environment, sociology, finance, communication, and urban administration. For thispurpose, a panel <strong>of</strong> such experts drawn from institutions, preferably <strong>of</strong> the state government,may be maintained.16.1.4 Project Management Unit at the District / Town / City LevelProjects have to be framed in towns and districts involving work in sectors that are handled bydifferent agencies. Thus, a pollution abatement project for a city will have a number <strong>of</strong>component schemes. Since the objective <strong>of</strong> different components is the same i.e.,improvement <strong>of</strong> water quality, there is a need for coordinated and integrated action. Therefore,for preparation <strong>of</strong> projects and their implementation, a Project Management Unit (PMU)should be set up with the DM/DC/Collector or the Chairperson <strong>of</strong> the District Planning Unit93
