ANNEXURE-5ToSir,No.A-12012/2/2010-NRCD-IIGovernment <strong>of</strong> IndiaMinistry <strong>of</strong> Environment and ForestsNATIONAL RIVER CONSERVATION DIRECTORATEThe State Nodal Departments (As per list attached)'Paryavaran Bhawan'.C.G.O. complex,B-Block, Lodi Road,New Delhi-110 003,Dated the 16th September, 2010Sub:- Strengthening the Monitoring and Inspection Arrangements under National Ganga River BasinAuthority (NGRBA) and National River Conservation Plan (NRCP)- Administrative Approvalfor the engagement <strong>of</strong> Third Party Inspection Agencies by States.1. The undersigned is directed to say that in order to strengthen the monitoring mechanism andimprove transparency and accountability for projects implemented under the National GangaRiver Basin Authority (NGRBA) and National River Conservation Plan (NRCP), it has beendecided to introduce a Third Party Inspection (TPI) system . This system is devised along thelines <strong>of</strong> Independent Review and Monitoring Agencies (IRMA) mechanism under the JNNURMand is expected to significantly augment the capacities <strong>of</strong> State Government to monitor thephysical progress <strong>of</strong> projects.2. The TPI system would review and monitor the performance <strong>of</strong> the projects funded under theNRCP & NGRBA through the entire lifecycle <strong>of</strong> implementation on the basis <strong>of</strong> detailed on-sitereview, examination <strong>of</strong> appropriate documents and discussions with the Project ImplementingAgencies and other key stakeholders. The monitoring would cover all four stages in the life cycle<strong>of</strong> a project, namely Pre-construction, Construction, Commissioning & trial run and, Postconstructionfor effective monitoring.3. This system will come into effect from April, 2011 and will apply to new projects sanctionedafter this date. Projects which have already been sanctioned and for which only the 1stinstallment has been released by 31 st March, 2011 will also be covered. However in such casesthe pre-construction inspection will not be applicable.4. The system will not apply to on- going projects for which more than one installment has beenreleased by 31st March, 2011.5. The TPIs shall be appointed by the States through a transparent process. For this purpose, thelist <strong>of</strong> agencies shortlisted for independent review and monitoring agencies (IRMA) under125
