ANNEXURE-5ToSir,No.A-12012/2/2010-NRCD-IIGovernment of IndiaMinistry of Environment and ForestsNATIONAL RIVER CONSERVATION DIRECTORATEThe State Nodal Departments (As per list attached)'Paryavaran Bhawan'.C.G.O. complex,B-Block, Lodi Road,New Delhi-110 003,Dated the 16th September, 2010Sub:- Strengthening the Monitoring and Inspection Arrangements under National Ganga River BasinAuthority (NGRBA) and National River Conservation Plan (NRCP)- Administrative Approvalfor the engagement of Third Party Inspection Agencies by States.1. The undersigned is directed to say that in order to strengthen the monitoring mechanism andimprove transparency and accountability for projects implemented under the National GangaRiver Basin Authority (NGRBA) and National River Conservation Plan (NRCP), it has beendecided to introduce a Third Party Inspection (TPI) system . This system is devised along thelines of Independent Review and Monitoring Agencies (IRMA) mechanism under the JNNURMand is expected to significantly augment the capacities of State Government to monitor thephysical progress of projects.2. The TPI system would review and monitor the performance of the projects funded under theNRCP & NGRBA through the entire lifecycle of implementation on the basis of detailed on-sitereview, examination of appropriate documents and discussions with the Project ImplementingAgencies and other key stakeholders. The monitoring would cover all four stages in the life cycleof a project, namely Pre-construction, Construction, Commissioning & trial run and, Postconstructionfor effective monitoring.3. This system will come into effect from April, 2011 and will apply to new projects sanctionedafter this date. Projects which have already been sanctioned and for which only the 1stinstallment has been released by 31 st March, 2011 will also be covered. However in such casesthe pre-construction inspection will not be applicable.4. The system will not apply to on- going projects for which more than one installment has beenreleased by 31st March, 2011.5. The TPIs shall be appointed by the States through a transparent process. For this purpose, thelist of agencies shortlisted for independent review and monitoring agencies (IRMA) under125

As the services of the TPIs are required to be rendered over theentire life cycle of the project development, the period of engagement will be governed by theProject schedule. the maximum period of engagement of TPI for a project shall not exceed 3years. However, extension of services of TPI beyond 3 years shall be decided by the State NodelDepartment (SND), if considered essential.6. The scope of services of the TPIs, frequency of review visits and panel of TPI agencies are atAnnexure.7. The cost towards meeting the expenditure involved in the appointment of TPI agency will bereimbursed by the NRCD, MoEF on the basis of claims submitted by the SND The details to befurnished for the re-imbursement of expenditure are:i. The copy of the work order / contract issued to the TPI agency.ii. The copy of invoice raised by the agency.iii. Evidence of payment already made to TPI agency by the State Nodal Department.The reimbursement costs shall not exceedi.Rs.2.0 lakhs per project for the review of project documentation (one time for eachproject.ii. Rs.0.5 lakhs per visit per project by the monitoring team (excluding visits undertaken forreview of project documentation.8. The TPI agencies appointed by the SND may participate in the review meetings and in themeetings of the Empowered Steering Committee (ESC) in the case of NGRBA projects. Inputsfrom third party monitoring will be taken into consideration in processing release of funds.9. The TPI will undertake desk review of documents and make periodical site visits to each projectas mentioned above. They may conduct additional field inspections on the specific aspects asrequired by SND and NRCD. TPI shall provide reasonable advance notice of planned visit to site,schedule of meetings for review, and documents required for review, etc. to the ImplementingAgency(IA). TPI shall report to the SND and send copies to the NRCD, of all communication /reports / Deliverables. The SND and IA will provide necessary inputs to the TPI team. Theobservations of the TPI team should be discussed with the SND and IA before concluding thevisit. Reports should be filed with the SND and IA within 5 days of completion of the site visits.SND shall file with NRCD copies of the TPI Reports along with their responses/comments.10. This issues under the powers delegated to the Ministry of Environment and Forests and withthe approval of Secretary, Ministry of Environment and Forests as well as with the concurrenceof IFD vide their Dy.
