CHAPTER 10SOLID WASTE MANAGEMENT PREPARATIONOF FEASIBILITY REPORT10.1 NEED FOR PREPARING THE FEASIBILITY REPORT OF SOLID WASTE MANAGEMENTThe solid waste stored or dumped within a city, particularly on the bank <strong>of</strong> a river gets dumpedinto the river and pollutes it. Unless it is managed properly it constitutes public health hazardand spoils the environment and aesthetics <strong>of</strong> the town.Every Urban Local Body should have proper arrangement to deal with solid waste generated inthe town. Augmenting, operating and maintaining solid waste management system in asustainable manner by urban local bodies would require considerable capital investment,introduction <strong>of</strong> latest environment friendly and cost effective technologies , Public-PrivatePartnerships (PPP) and introduction <strong>of</strong> appropriate waste management operation andmaintenance practices. The ULB may prefer to remove all fixed bins / vats and install portable /movable bins and well-designed transfer stations to provide the city aesthetics at its bestpossible condition. It is, therefore, necessary to prepare a project for proper management <strong>of</strong>solid waste.10.2 RULES OF MUNICIPAL SOLID WASTE MANAGEMENT 2000The Ministry <strong>of</strong> Environment and Forests has issued rules for Municipal Solid Wastes(Management and Handling) Rules, 1999 published in Sept 2000 (http://envfor.nic.in/legis/hsm/mswmhr.html). The Ministry <strong>of</strong> Urban Development has published a Manual on MunicipalSolid Waste Management 2000 (http://urbanindia.nic.in/publicinfo/manual.htm). Theguidelines in this manual should be followed in preparing the CSP and, FR <strong>of</strong> Solid WasteManagement.10.3 THE FEASIBILITY REPORT OF SWM TO BE PREPARED BY THE ULBThe ULB may prepare FR and after its approval, DPR may be prepared for SWM in the town.Such FR / DPR shall be prepared considering dovetailing <strong>of</strong> funds under JNNURM / UIDSST andafter integration and synchronisation with the programmes <strong>of</strong> MoEF under NGRBA / NRCP.10.4 DATA FOR FR OF SWM SCHEMEFor preparing the FR and the DPR, data collected against chapters 2 may also be used forpreparation <strong>of</strong> the reports for SWM.10.5 THE PLANNING PROCESSInvolving people in the preparation <strong>of</strong> Feasibility Report is required to spread the awareness <strong>of</strong>the problem and to generate interest, among the stakeholders, in solving the problem.Initial basic step is to collect and analyze data. After the data has been collected, feasiblesolution, from among those considered, should be selected by considering technical,economic, social and other factors.74
