Identification <strong>of</strong> Agencies for SchemesIn the absence <strong>of</strong> a feasibility report identification <strong>of</strong> agencies that are best suited to handle aparticular scheme was not necessarily well thought out and reasoned giving rise to thepossibility <strong>of</strong> mismatch.1.3 REVISION OF GUIDELINES – SALIENT FEATURESIn light <strong>of</strong> the above background and developments, a need for revision <strong>of</strong> guidelines <strong>of</strong> 2002has arisen and accordingly guidelines have been revised.While many provisions <strong>of</strong> the earlier guidelines are still valid there is a need for change inothers. Salient features <strong>of</strong> the revised guidelines are given below.1.3.1 Adoption <strong>of</strong> Holistic ApproachSo far the focus was on interception and diversion <strong>of</strong> drains and installation <strong>of</strong> STPs. It did notensure that all the wastewater generated was taken to and treated in the STPs. A holisticapproach in preparing pollution abatement projects is now to be adopted. It will include riverbasin approach and provision <strong>of</strong> an integrated sewer network up to the house property line.Slums and individual houses having no space for House Hold (HH) installation <strong>of</strong> toilets shall becovered through community toilets. The new approach will ensure full coverage <strong>of</strong> the city andthereby transportation <strong>of</strong> entire sewage to STPs for optimal treatment and utilisation.1.3.2 Identification <strong>of</strong> Polluted StretchesThe Central Pollution Control Board (CPCB) has identified nearly 150 polluted stretches <strong>of</strong> riversin the country that require pollution abatement programmes and the list is likely to beexpanded, given the pace at which the country is growing. Towns that need to be covered underthe NRCP are to be identified on the basis <strong>of</strong> these polluted stretches.1.3.3 Multi Stage Preparation <strong>of</strong> Project for the Selected Towni. For the selected town it will be helpful if a plan was prepared in which all sources <strong>of</strong>pollution in the town were identified to achieve the outcome <strong>of</strong> improved water quality <strong>of</strong>rivers and environmental improvement. It should include all needed schemes - both thatare funded by the NRCD and others that are not funded by it but are eligible for fundingunder the Schemes <strong>of</strong> other Ministries / Departments. This plan is called the CitySanitation Plan, which will form the bedrock <strong>of</strong> planning and formulating projects. Itspreparation has been included as a necessary first stage.ii.For sewerage schemes that <strong>of</strong>fer a number <strong>of</strong> options and whose cost is high, it will bemandatory to prepare a feasibility report in which all available options are evaluated andthe optimal option is selected. For the selected option the DPR would be prepared. Fornon-sewerage schemes DPRs are to be prepared straight away based on the citysanitation plan.4
